Background / History

The Military Police Force was established by the Second Hokage, Tobirama Senju. Hanma later argued that its actual purpose was to isolate the Uchiha from battlefield merit and bind them to an unpopular law-enforcement role, thereby damaging their standing with Konoha's civilians and other ninja. 71 86

Before Hanma's reforms, the force functioned as an almost exclusive placement for Uchiha ninja. Its security work prevented many members from accepting regular missions, while its harsh enforcement created resentment despite maintaining village order. 71

After becoming Uchiha clan head, Hanma downsized the force and redirected it toward counter-espionage, barrier patrols, and protection of Uchiha territory.
