As the coming flood drove nations toward war, Roy built alliances and prepared the East Blue while the World Alliance Army advanced against the World Government. The arc ended with the East Blue mobilizing for conquest and Black Sun nearing completion.

• Roy showed Garp the East Blue’s algae factories as the Five Elders pursued Blackbeard’s group after its failed theft of the National Treasure.
• Buggy and Mihawk conquered the Flower Country, and Buggy announced his plan to unite West Blue and save its people from the coming catastrophe.
• The North Blue Freedom Revolutionary Alliance called for a World Alliance Army to seize Mary Geoise, and Roy sent East Blue forces to support it and search for the final red Poneglyph.
• The World Alliance Army captured G-8 Fortress with Kuzan’s help as rebellions and defections weakened the World Government.
• Roy asked Sengoku and Tsuru to join his alliance, while Pluton emerged from Wano Country and Roy revealed his plan to break apart the Red Line and unite the oceans.
• Roy disclosed that he possessed Poseidon as well as Pluton, and he prepared Shirahoshi and his forces to develop the Red Line and Calm Belt.

Roy prepared the World Alliance Army’s final assault on the World Government while developing the power and routes needed to destroy Mary Geoise and survive Uranus. The arc ended as the armies converged on Sabaody Archipelago and the Knights of God prepared to meet the approaching fleet.

• The World Government and World Alliance Army escalated their war as Roy’s allies moved to support the assault and learned that the Government seemingly possessed an Ancient Weapon.
• Roy shared his plans with Sengoku, who agreed to help, while Roy began repairing cloud bridges to create an aerial route toward Mary Geoise for the modified Pluton.
• Elbaf’s giants joined the war, Luffy was celebrated as Sun God Nika, and Whitebeard sent the Straw Hat Pirates an invitation to join the World Alliance Army.
• Caesar Clown and Vinsmoke Judge developed Second Birth, which allowed Kabuli to wield two Devil Fruits, and Roy used the serum to gain a dragon form and control over natural elements.
