Qi Ming's eyes lit up. "Do you have a Victory Hyper Machine Gun that can fire hundreds of laser shots per second? I want one."
Dr. Yao: "Why not ask for a Tiger tank while you're at it?"
He was in charge of the Max Power System, not the weapons development department.
In the end, after personally negotiating for it, he only managed to get Qi Ming a Slam Dunk Shooter.
Qi Ming remembered this kind of weapon. In the original series, it was often carried by the sharpshooter Team Member Shinjo.

He took Lucia with him and followed the route Emi had mapped out, visiting each of the nine abandoned factories where flocks of crows circled overhead.

"Finally found them." Qi Ming nodded. It seemed this was the Crow Aliens' nest.
In the original series, after Team Member Shinjo received a distress signal from his cousin, he chose to come rescue him alone—and ended up getting captured as well.
His cousin had complained bitterly, "I asked you to save me, not come keep me company!"
So although Qi Ming was confident in his own skills, with that cautionary example in mind, he still planned to wait for his teammates to arrive before acting together.
Coincidentally, just as Qi Ming found the place, the time agreed upon by the five aliens arrived.
