Background / History
Arlong established control over more than twenty villages and islands near Cocoyasi Village, extracting tribute to keep local shipping routes open. He avoided town-level territories, where greater Marine oversight and unknown strong opponents could threaten his rule. His power was reinforced by bribing the nearby Marine branch, allowing him to operate with little interference. 3 6
After two Fish-Man patrolmen were found dead, Arlong mobilized his crew to surround the area and locate the killer. He regarded the deaths of Fish-Men as a personal outrage, ordered the Marines to be consulted, and treated the incident as a challenge to his authority. 6
Ling Donglai confronted Arlong and his crew shortly afterward. Arlong was badly injured by Ling's electrically enhanced attacks, including a broken nose, a destroyed eye, and paralysis, but escaped toward the sea with the assistance of his crew and Moomoo. 7
Unable to defeat Ling directly, Arlong besieged and bombarded the village where Ling had been staying. He ordered his men to search for Ling with seawater, intending to exploit the weakness of Devil Fruit users, and injured the village chief despite the latter's attempts to appease him. 8 9
As Ling continued eliminating Fish-Man forces, Arlong contracted his remaining outposts around Cocoyasi Village and strengthened their coastal defenses. He also pressured Captain Nezumi to raise Ling's Marine bounty, hoping bounty hunters would eliminate him. 16 17 21
Ling and Nami eventually returned to Cocoyasi Village and confronted Arlong at Arlong Park. Arlong briefly countered Ling's Lightning Strike through his sword and fought him in a close-range exchange, but was overwhelmed by Ling's superior speed and electrical attacks. His retreat into water allowed Ling to use Electrolytic Water, leaving him fatally wounded. Ling later killed him with Lightning Strike: Divine Punishment. 24 26
Appearance
Arlong is a towering Fish-Man, standing approximately 2.6 meters tall. He has a serrated long nose, sharp fangs, and a physique far larger than most humans. 7 25

He is prideful and especially enraged by defeat at human hands. Ling's first victory over him became a lasting humiliation, driving Arlong to pursue revenge even as his crew's numbers dwindled. 7 16 24
Despite his arrogance, Arlong is not wholly reckless. He maintains corrupt Marine connections, avoids areas likely to attract greater scrutiny, and attempts to exploit Ling's Devil Fruit weakness through naval blockades and seawater. 6 8 17 21
