Background / History

Enel ruled Sky Island as its “God” after destroying his original homeland, Birka, and establishing a reign enforced through lightning and island-wide Mantra. His subjects feared punishment from the sky whenever they defied his laws. 84

He regarded lightning as power reserved for a god and attacked Ling Donglai upon discovering another lightning user on Sky Island. Enel considered Ling an usurper of divine authority and sought to defend his own title through force. 81

Enel confronts Ling Donglai as a supposed usurper of lightning’s divine authority. He escalates from ordinary lightning attacks to his Two Hundred Million Volt Thunder God form, Great Flash, and Raigo, but Ling counters his speed and elemental power through Magnetic Field manipulation and Armament Haki. 81 82

The battle ends when Ling swaps their positions, causing Enel’s Raigo to hit Enel himself. Ling spares him initially, declares himself Sky Island’s new god, and leaves Enel defeated. 83

Submission and Captivity

After Ling awakens Conqueror’s Haki, he gives Enel a choice: remain trapped by his former arrogance or follow him toward the wider world. Enel accepts the opportunity, though he retains his pride and demands the right to challenge Ling once. 85

At a later point, Enel is held in Izumo under Seastone restraints and refuses Perona’s offer to free him. 127

Liberation and Magnetic Field Mastery

During Ain’s infiltration of Izumo, a Bomb-Bomb Fruit user frees Enel by destroying his Seastone restraints. Enel immediately reasserts his superiority over “mortals,” defeats the would-be ally, and demonstrates the ability to create a Devil Fruit through magnetic power. 280
