Background / History

Senju Tobirama was the younger brother of Senju Hashirama and one of Konohagakure’s founders. Where Hashirama was credited with creating the village, Tobirama is credited with building its governing and military foundations. He established the Ninja Academy, Chunin Exam system, Anbu, and Konoha Military Police Force. 105

A prolific developer of ninjutsu, Tobirama created the Flying Thunder God Technique, Shadow Clone Jutsu, and the forbidden Impure World Reincarnation. His focus on centralized power and strong institutions influenced other hidden villages. 105

Tobirama was later resurrected by Shimura Danzo through Impure World Reincarnation in Hidden Mist Village. He immediately challenged Danzo for reviving him outside Konoha and entered battle against Uzumaki Naruto. 105

After initially extracting Danzo and Kakashi from the battlefield with Flying Thunder God, Tobirama returned to rescue Konoha personnel. Naruto, posing as himself, earned Tobirama’s confidence by using Adamantine Chains to destroy Naruto’s own clones; Naruto then restrained Tobirama with the same chains, exposing his identity as Namikaze Menma and sealing the Second Hokage. 106 107

Orochimaru later revived Tobirama alongside Hashirama and Minato. Early in this resurrection, his physical strength was heavily limited because Orochimaru had used weak sacrifices, leaving him unable to withstand Naruto’s attacks despite retaining his chakra and techniques. 113 114

A subsequent resurrection restored Tobirama to nearly his original strength. He joined Hashirama, Hiruzen, and Minato in confronting Naruto, but Naruto’s accelerated growth and Swift Release repeatedly overwhelmed his Flying Thunder God tactics. 119 121 122

Personality

Tobirama is cold, direct, and decisive in combat; his opening attack against Naruto was immediately intended as a killing blow. He considers Konoha’s security his foremost responsibility and becomes openly frustrated by the village’s decline and its lack of intelligence on major threats. 105 106

He is strongly distrustful of the Uchiha clan. Even after Hashirama criticizes him over Konoha’s treatment of the clan, Tobirama maintains that the Uchiha are traitors and that their destruction was the correct choice. 114
