Given Sargeras's status as an overbearing CEO, he could do whatever he wanted without explaining himself to anyone. Even if he wanted to add a few more commanders, he had no need to inform Roy.

But then again, Roy still held a certain place in his heart. In particular, Roy's peculiar power allowed him to move freely through the void with him.
