Based on the memories he had obtained from Morgan le Fay, something like "casting the Cruciatus Curse on Herpo" would have been absolutely impossible in the Isaiah Society.
Combining that with Dumbledore's description, Vizet could easily imagine how Herpo and Voldemort got along now... That so-called "cooperation" was definitely nowhere near as equal as the word suggested.
