History

Ancient history and suppression of knowledge

According to Haku, the World Government allied with other forces to destroy the technologically advanced Ancient Kingdom because it feared that kingdom's power. Its survivors recorded information on Poneglyphs, while later study of those records became grounds for Government persecution 326.

The Government also spent centuries trying to reclaim the Nika Fruit, fearing its association with the “Warrior of Liberation” and the overthrow of slave-owning oppression 237.

Control of the Marines

The Five Elders approved Kate's appointment as a Marine Admiral despite concern over his youth, strength, and connection to Garp. Their stated logic was that an Admiral's position could bind such a dangerous talent to the Marines 7 8.

Their control remained conditional. After Haku's rise, the Elders kept him stationed at G5, planned to plant an observer beside him, and considered eliminating him if he showed disloyalty 47. Kalifa subsequently infiltrated G5 as Haku's secretary while serving as a CP9 agent 58.

Protection of Celestial Dragon privilege

When Saint Charlos attacked Haku at Sabaody, the Five Elders immediately accused Haku of attacking a Celestial Dragon despite his claim of self-defense 23. Haku then coerced them into transferring five to six billion Belly in Marine war funds by threatening to kill Charlos, defect from the Marines, and leave thunderclouds over Mary Geoise 24.

After Celestial Dragons and a Tengyōkin shipment disappeared, the Government concealed the deaths to preserve the Celestial Dragons' image and blamed the Revolutionary Army instead 94 98.

Attempts to contain Haku

The Five Elders repeatedly regarded Haku as both an asset and a future threat. They investigated his combat data, sought to research his Lineage Factor, and intended either to seize or replicate his abilities 131.

Im ultimately ordered Haku's elimination after judging him uncontrollable and dangerous to the stability of the World Government. The Five Elders chose the Summit War as the intended opportunity to act against him 206.

Following the war, the Government ordered the unconscious Haku seized from G5. CP0 and Admiral Ryokugyu extracted him through a diversion, after which Saint Saturn delivered his body to Vegapunk for replication, modification, and memory erasure 277 278.

Smear campaign and exposed crimes

After Haku escaped from Bullet Island with his memories intact, the Five Elders issued a 5.4 billion Belly bounty and portrayed him as a Marine defector, Revolutionary Army collaborator, and perpetrator of the Bullet Island massacre 284.

Haku countered with a worldwide Den Den Mushi broadcast. He displayed his modified body and played recordings from his mechanical eye documenting Saint Saturn, Ryokugyu, and the experimentation performed on him. The broadcast triggered a severe public-relations crisis and unrest among Marines, who began demanding Garp's release 286 287.

World Conference and open war

Before the World Conference, the Five Elders planned to isolate the New Marines by encouraging selected countries to propose sanctions, spread hostile propaganda, and pressure nations trading with them 407.

The conference instead abolished the Shichibukai system after Cobra and King Riku cited Crocodile's attempted takeover of Alabasta and Doflamingo's rule of Dressrosa as proof of its failures 439 440. The Revolutionary Army declared war on the World Government immediately afterward 440.

Haku and the Revolutionary Army later attacked Mary Geoise, heavily damaging the Celestial Dragons' sanctuary and causing the deaths of roughly twenty to thirty Celestial Dragons 451 452.

Collapse

On Bullet Island, Haku confronted the Five Elders directly. He killed Saint Mars, severely injured Saint Saturn, and forced Saint Nusjuro and Saint Warcury to flee under his lightning assault 502 503 505.

Im restored the Five Elders, reprimanded them for acting without authorization, and ordered them to stop the Revolutionary Army and track Haku 507 508. Their failure left the Government unable to retain the Marines: Haku defeated Akainu and declared that the Marines would merge into the New Marines with no further ties to the World Government 512.

As Revolutionary Army-backed revolutions spread through almost all of the Government's more than 170 member states, Dragon's forces dismantled local royal power and eliminated CP operatives stationed there 516 523. The final assault on Mary Geoise ended in a complete New Marine victory, after which Dragon's Government Army began constructing a new world order 528.

The World Government's authority rested on a network of more than 170 affiliated countries 183 516.
