Background / History
Konoha was founded when the Senju Clan and Uchiha Clan formed a joint army and signed an agreement with the Land of Fire. The village became the Daimyo's standing army, while the Daimyo supplied operating funds and agreed not to employ rival ninja clans; Konoha retained its own military discretion. 314
During the Chūnin Exams, the village continued hosting foreign feudal lords and dignitaries despite Orochimaru's threat, as cancelling the event would damage Konoha's prestige. The Third Hokage instead ordered heightened security and surveillance of Orochimaru. 9 The resulting conflict and war led to the Third Hokage's death, after which the village entered a period of recovery and contested succession. 61 65
Government and Leadership
| Leader | Position | Notable period |
|---|---|---|
| Hiruzen Sarutobi | Third Hokage | Directed Konoha's initial response to Orochimaru and the Chūnin Exam crisis. 9 |
| Jiraiya | Fifth Hokage | Took office after the succession dispute and promoted military expansion, ninjutsu sharing, and diplomacy. 76 281 |
| Tsunade | Acting Sixth Hokage | Accepted the role during the conflict surrounding Danzo's attempted election. 354 |
| Uchiha Sasuke | Seventh Hokage | Crowned in Konoha Year 66; introduced broad reforms centered on ninjutsu dissemination, civilian welfare, and producing exceptional ninja. 405 |
Konoha's senior political structure includes the Hokage, advisors, elite jōnin, and major clan heads. During Jiraiya's administration, the Four Elite Jōnin were Kakashi Hatake, Might Guy, Sarutobi Asuma, and Kurenai Yūhi; the Six Great Clan Heads were Hiashi Hyūga, Shibi Aburame, Nara Shikaku, Yamanaka Inoichi, Akimichi Chōza, and Inuzuka Tsume. 147
Under Sasuke, a Seven-Member Cabinet deliberated major reforms, including the redistribution of Hyūga Clan assets and the establishment of the Byakugan Corps. 423
Military and Security
Defense Structure
- The Third Hokage deployed Anbu and clan forces for city defense during the Konoha Crush crisis, personally overseeing the northern sector near the exam arena. 43
- Konoha later organized sensory sentry posts around its borders, led by Neji Hyūga with the Inuzuka and Aburame Clans; Uchiha Wind served as Neji's deputy. 408
- The village conducted a large-scale emergency evacuation and disaster-prevention drill before the Akatsuki invasion. 408
- During the invasion, Uchiha Wind's warning tower activated the village-wide alarm system after he and Neji detected Pain's forces approaching. 409
- Ninja dogs tracked the invaders' positions, allowing Konoha to assign elite jōnin to counter individual Paths of Pain according to prearranged plans. 410 411
Military Reform
Jiraiya's strategic program was summarized as “expand the army, deter, shelter, recruit and surrender,” with military expansion presented as the prerequisite for the remaining goals. 281
His administration also pressured the major clans to share non-core techniques with civilian and lower-ranked ninja. The Hyūga Clan's Rotation was intended as the model case, and the other major clans eventually contributed personnel and non-core ninjutsu resources for broader access. 282 293
Political Relationships
- Land of Fire Daimyo — Konoha's original financial patron and political counterpart. The village later sought greater economic independence as its reliance on Daimyo funding limited wider institutional reform. 314 419
- Sand Ninja Village — Konoha provided diplomatic and economic support, including missions jointly led by Konoha jōnin and Sand ninja. Konoha, Sand, and Mist later announced a comprehensive military alliance based on collective defense. 207 208
- Mist Hidden Village — Konoha supported Mei Terumi's faction and concluded agreements covering commerce, military affairs, culture, and personnel exchanges. 115 126
- Hyūga Clan — A powerful internal clan whose autonomous status and Caged Bird system became targets of Sasuke's reforms. Following the clan's destruction, its remaining members were placed under Neji Hyūga, while its territory was partly converted into the headquarters of the Byakugan Corps. 408 423 430
- Root Organization — Danzo's organization was distrusted under Jiraiya because it did not deploy forces during the Konoha Defense War. Danzo later offered Root and Sai to Konoha amid the growing Akatsuki threat. 77 330
Major Arcs
Chūnin Exams and Konoha Crush
Konoha maintained the Chūnin Exams despite Orochimaru's infiltration, balancing public prestige against the risk of assassination and war. 9 Orochimaru's murder of the Fourth Kazekage and the subsequent conflict placed the village under direct threat. 24
Postwar Succession and Diplomacy
After the Third Hokage's funeral, Konoha faced leadership disputes, war recovery, and debates over Gaara's return to the Sand Village. 61 65 Jiraiya ultimately became Fifth Hokage, supported by Konoha's jōnin and younger generation. 76
Konoha then pursued alliances with the Sand and Mist villages, culminating in a tripartite collective-defense agreement. 126 208
Fourth Great Ninja War
Orochimaru's Sound Village invasion of Mist marked the beginning of the Fourth Great Ninja War. Konoha's limited support for Mist damaged its standing as the nominal leader of the Wind–Fire–Water alliance. 223
Danzo Conflict
Danzo's attempt to take control of Konoha escalated into open conflict with Sasuke and his allies. The battle on Hokage Rock involved Root operatives, Neji, Kimimaro, and Sasuke's students. 360 361 383 Tsunade's intervention prevented Danzo's immediate election and led to her appointment as Acting Sixth Hokage. 349 354
Sasuke Era and Akatsuki Invasion
Sasuke became Seventh Hokage in Konoha Year 66 and began advancing reforms in military education, social welfare, and talent cultivation. 405 Days later, he placed Konoha on Level 1 readiness against an expected Akatsuki invasion. 408
Pain's forces attacked the village, causing widespread destruction while Konoha's planned defenses evacuated civilians and engaged the invaders across the village. 409 411 After the battle, Konoha began reconstruction, expanded transport links with the Wind Country, and became the first ninja village to achieve economic independence. 419
Reforms Under the Seventh Hokage
- Continued and expanded the ninjutsu diffusion, promotion, exchange, and civilian learning programs begun under Jiraiya. 405
- Defined peace as material security, fairness, economic prosperity, and cultural development rather than military power alone. 405
- Publicly committed to protecting promising ninja, expanding the Ninja Academy, and encouraging civilian enrollment. 405
- Reorganized the surviving Hyūga into a Byakugan Corps and converted part of the former clan territory into its official offices and training grounds. 423 430
- Used postwar financial negotiations and transport construction to link Konoha's economy closely with the Sand Village. 419
