Each part performed its own duties, and the personnel had a complete promotion path.
Su Quan was not doing this to satisfy his desire for power or morbid sense of humor. A tiny Madripoor, or even the entire world, plus the Time Variance Authority, was not worth making such a big fuss.
What if other worlds were added, though?

The Zombie Universe where the universe fell and all superheroes and villains turned into zombies, and so on.
This did not even count the neighboring DC universe, worlds like The Boys, and the like.
Major events in the Marvel Multiverse alone were endless.
Compared to several universes that constantly stirred up trouble, the cinematic universe he was currently in was not actually very strong.
Once he ruled the Time Variance Authority and dealt with Kang the Conqueror, he would have to face universe-scale crises generated actively or passively.

Su Quan used his phone to take a full-length photo, intending to find Reed Richards later to have a batch made using special materials.
A captain's symbol had to have some special quality, right?
What kind of situation was it if your clothes shredded the moment you fought?
He couldn't afford to lose that face!
With a loud crash, the bar door was suddenly pushed open, and a group of menacing, fully armed men walked in.
This scene felt somewhat familiar!
Was Madripoor too chaotic, or had Dotty made too many enemies?
With a keen interest, Su Quan picked up his cocktail once again, wondering if someone would shoot and shatter it again.
The menacing men did not shoot, nor did they raise their guns to aim; they were much more polite than the previous bunch.
The crowd parted, and a woman walked out.
The first thing that caught the eye was a head of long silver hair.
PS: To briefly explain the worldview of this book.
First, the Marvel world where the protagonist is currently located and developing is the Marvel Main Timeline, which is the Marvel Cinematic Universe MCU.
This includes all Marvel Cinematic Universe films, as well as worldview-linked shows like Inhumans, Daredevil, Jessica Jones, Luke Cage, Iron Fist, The Defenders, The Punisher, Runaways, Cloak and Dagger, Hellstorm, and others.
Non-cinematic universe Marvel shows such as Fantastic Four, the mutant series, and Venom exist in the form of other universes within the multiverse.
Comic content might be presented via parallel universes or within the main timeline once the protagonist breaks the Sacred Timeline, depending on the circumstances.
It is actually very easy to understand why characters like Mr. Negative, who never appeared in the Marvel Cinematic Universe, show up in the Marvel Main Timeline.
Just because they did not appear earlier does not mean such characters did not exist in the cinematic universe.
Although the films Eternals, Shang-Chi, and a series of subsequent cinematic universe works had not yet been released, they existed on this timeline in the worldview of the previous cinematic universe; the cinematic universe just hadn't touched upon them yet.

"My name is Silver Sablinova, leader of the Wild Pack. They are members of the Wild Pack. Our base is nearby, so we came over to say hello and build a good connection."
"You must be the boss behind the scenes here, what should I call you?"
