Orochimaru had abandoned the plan to crush Konoha and had ordered Sunagakure not to cause trouble in Konoha without authorization, lest they affect his plans.
Baki and Rasa were furious at Orochimaru's unilateral decision. Konoha's strength had already made Sunagakure feel threatened. Upon returning to the village this time, Baki had decided to advise Rasa that even without Orochimaru, they should still crush Konoha.
