History
The Council is first identified through a fragmented puppet-core message referring to a coming “Harvest Era,” the Heart of Annihilation, a “Source Coffin,” and dispatched Scavengers. It regards the Star Sea universe as a pasture to be assessed, harvested, and cleared of resistance; Li Wuyang is classified as a dangerous Chaos variable.
