Creak!

Creak!

Waldo woke up during the bumpy journey.

His head felt a bit groggy, so he rubbed his forehead, trying to clear his mind.

Once he was a little more awake, he looked up and saw the Emperor's back as he pedaled the rickshaw with grunts and groans.

In that instant, he felt like the sky had fallen.

Loyalty to the Emperor was an instinct etched into the genes of the Adeptus Custodes.

And now, the Emperor was pedaling a rickshaw to carry him.

This was a disaster!!

How could he, as the commander of the Adeptus Custodes, be so negligent?

The Raven turned its head and happened to see Waldo, who had just woken up, wearing a bewildered and lost expression.

It guessed what the other was thinking and revealed a mischievous smile.

"Big Corn Cob, don't worry too much. The big guy just said that after this trip, he'll send you back to Terra to guard the fish pond."

Waldo: "."

His heart sank even further.

"Don't listen to this dead crow spouting nonsense," the Emperor said without turning his head. "This is just your first journey through the Heavens, and your body isn't used to the laws of this universe, causing you to fall into a brief sleep."

"Your Majesty," Waldo felt even more ashamed. "Please stop, let me do it."

"No need, we're here."

The Emperor applied the brakes.

The rusty rickshaw stopped with a screech.

Not far from them was a town.

It was also filled with blowing sand, everything was gray, and it looked very desolate.

"Let's go in and take a look."

The Emperor and Waldo walked towards the town.

They found that the shops on the street were all closed.

The few pedestrians they saw were all sallow and thin, looking malnourished.

"Someone died."

Someone shouted this out of nowhere.

The originally empty street was suddenly flooded with over a dozen people.

They pounced towards the direction of the voice like hungry wolves.

The Emperor walked over and saw those people fighting over a corpse.

Some of them were so hungry their eyes were green, and they were even gnawing on the corpse directly.

"What's going on in this world? We've already entered the industrial age, so why are people still eating each other?"

The Emperor asked the Raven.

The Raven scratched its head with its wing.

"The humans in this world have indeed entered the industrial age, but they are threatened by alien civilizations."

"To deal with the alien threat, they transformed into a space military-industrial complex. They also felt that environmental protection was collaborating with the enemy, so they allowed all sorts of high-pollution, heavy industrial sectors to develop, leading to the desertification of the entire world."

"The greenhouse effect, climate anomalies, and many other factors have led to a massive reduction in grain production and vegetation degradation. There's not even wild grass to eat, so it's not surprising that people resort to cannibalism."

"Is the government of this world so incompetent?" The Emperor shook his head. "The enemy is merely a threat, they haven't even officially attacked, and social order has already collapsed."

The Raven shrugged. "They haven't unified yet; they're all acting independently and are wary of each other. It's not surprising that things have become this way."

"This town is actually quite good; at least people aren't actively killing each other yet. The situation in the larger cities is even more terrifying."

The Emperor asked, "What should we do next?"

"What do you want to do?" the Raven retorted.

The Emperor surveyed his surroundings. "Let's gather information about this world first and see how bad the situation really is."

He walked to the clothes left by the deceased and picked up a mobile phone.

Those who were fighting over the corpse didn't take the clothes; they only dismembered the naked deceased.

The Emperor had experienced the industrial age and knew how to operate a mobile phone.

He used the phone to browse the news and found that the situation was much more severe than the Raven had described.

There were many videos of people fleeing famine online.

The scale of the famine was generally massive.

The numbers could reach millions, even tens of millions.

They walked across vast plains where sand obscured the sky and heat waves rolled.

As soon as one starving refugee died, others would immediately dismember them.

Some, unable to bear the hunger, would kill others, steal their food, and eat the corpses.

All sorts of riots and incidents occurred endlessly.

Social order had completely collapsed.

After watching for a while, the Emperor stopped looking and turned his gaze to the Raven.

"If you have no objections, I wish to unify this world and guide them onto the correct path."

The Raven nodded, "Then proceed as you see fit."

Just don't be too brutal, don't act too rashly, or you might get expelled by the Great Will of the universe.

"The physical laws of this universe are incredibly potent, and realms that focus on the mind and possess mystical powers, like the Warp and the Void, are heavily suppressed."

"You cannot use any supernatural powers; only the constitution of an immortal remains effective."

The Emperor stated, "I discovered that the moment I awoke."

The Raven flapped its wings, shaking the dust off itself.

"Without psychic powers and without a foundation, how do you plan to unify the world? This is the industrial age; you can't shake a government that possesses firearms and food by merely tricking refugees into rebelling."

The Emperor put on a professional expression.

"It's fine, I have plenty of experience with this sort of thing. As for primitive accumulation, that's even simpler."

"Social order has already collapsed, so using some violent means won't be noticed."

The Emperor's ability to act was astonishing.

Once he identified a goal, he would formulate a plan and then execute it.

The first step was to acquire weapons.

Social order had collapsed, and there was a food shortage.

The military, not even having enough to eat, would sell weapons for food.

As long as he found local black markets and gang members, he could obtain weapons.

The Emperor had no money, but he possessed strength.

Even though his psychic powers were suppressed by this universe's physical laws, his physical body alone possessed terrifying combat power that could crush ordinary people.

Coupled with Waldo, the commander of the Adeptus Custodes, it was enough to sweep through most gang forces.

The Emperor and Waldo easily took down every gang they encountered.

They seized their food, firearms, and money.

The surviving gang members were also forced to become their subordinates.

With weapons and his first batch of armed members, the Emperor began to seize factories.

The targeted factories either willingly sold to the Emperor, or after numerous obstructions, were forced to sell at a low price.

The Emperor ordered people to reorganize production and provide Gene Editing Technology to improve existing crops.

Nuclear Fusion Technology had already been born in this world.

The Emperor spent some effort collecting the necessary materials and equipment, creating an energy pile.

This was used to power the factories, grow food crops, and produce nutrient paste.

Several months passed in the blink of an eye.

The Emperor's influence grew rapidly.

He had become a local warlord with tens of thousands of armed members.

The factories worked day and night, powered by nuclear fusion, producing mountains of nutrient paste and clean water.

Starving refugees, seeking food and water, came from all directions to join the Emperor's ranks.

"We hope you will hand over control of the army and the technology for the nutrient paste, so that more people can be saved."

"In return, you will be granted a seat as a congressman."

"We do not wish to be your enemy, nor do we wish for innocent people to die. Accepting our terms would be beneficial for everyone."

Social order had collapsed, but the original government of this region, the United Federation, was still functioning.

The Federation's elites controlled food and clean water through their military and wealth, maintaining their luxurious lifestyles.

The sudden rise of the Emperor had made them wary, so they sent envoys to persuade him.

They hoped the Emperor would join their ranks and hand over his factories and the technology for the nutrient paste.

This way, not only could the global famine be solved, but the United Federation could once again become a beacon guiding humanity.

They could also use this opportunity to seize unimaginable social wealth.

"You were indifferent when those poor people were displaced and starving. Now, for your own rule, you threaten me with war."

The Emperor looked at the United Federation diplomat sent before him, his tone laced with mockery.

The diplomat said, "The United Federation is a free nation, and they have the right to choose how they live."

"Do they really have the right?"

The Emperor stared intently at the diplomat until the latter showed a timid expression.

"You blocked all their paths, leaving only one that you want them to choose, and then you hypocritically say it's freedom, that you have the right to choose."

"They never had the right to choose. They live in the lies you've painted for them, dying in despair."

"Go back and tell those guys they'll get nothing from me. If they want war, so be it. I'll drag them out of their comfortable mansions and drown them in cesspools."

The United Federation diplomat was shocked and angry, but in the end, he didn't dare to retort and left dejectedly.

After seeing off the diplomat, the Emperor walked out of the room.

At this time, a crowd had already gathered outside.

They were all young men and women.

Their eyes held both anticipation and anger.

Too many people had died in this famine, including their families.

They were fed up with this rotten world.

They yearned for someone to rally them.

The Emperor looked at these people calmly.

His voice was loud and powerful, echoing in everyone's ears.

"They want us to compromise, to accept their rule as before. I refused."

"Too many people have died, and all of it is due to their incompetence and greed. They were obsessed with power but unwilling to bear responsibility. They should have made your lives better, but instead, they fooled you into the abyss in the name of freedom."

"You did nothing wrong, yet you lost everything: family, friends. In the end, to survive, you had to abandon shame, morality, and all the beautiful virtues you once cherished."

"War is likely to break out, and most of the people here will die, so I have decided to give you a chance to truly choose."

"You can choose to stay and fight alongside me, or you can choose to flee and live on, barely surviving."

"I will not promise you freedom, nor will I promise happiness. The only thing I can promise you is to live with dignity, as a human being."

"I've said enough. All that remains is one last question: Will you leave?"

A woman was the first to step forward.

"No, I've had enough. I don't want to die like a stray dog. To hell with alien civilizations, to hell with the United Federation."

"Me too."

Another person stepped forward.

"Me too."

"And me."

One by one, more people stepped forward.

They gave their answers in thunderous voices.

The Emperor smiled.

The humans he cherished were always so captivating.

They were timid, yet brave.

They were base, yet sincere.

They were selfish, yet willing to sacrifice for others.

With just a little guidance, they would bloom with brilliant radiance.

The Raven flapped its wings and shouted excitedly.

"A single small planet has over two hundred countries. Isn't this a betrayal of the Big Guy? Rise up, let us conquer the world."
