Background / History
Waldo was already the commander of the Adeptus Custodes during Terra's post-Unification Wars. In a bunker, he brought the Emperor's attention to an anomalous raven sculpture: observers forgot it whenever they looked away, while Waldo's electrically charged halberd passed through it despite his hand being able to touch it. The sculpture subsequently awakened as Raven. 1
He was entrusted with adapting the newly acquired Gene Engine technology for Imperial use. Waldo proposed a Custodes-guarded research institute, intending for the Custodes to receive the first localized Gene Engines so that no force could endanger the Emperor or his rule. 7
During the Emperor's absences from Terra, Waldo and Malcador governed in his name. Waldo secretly eliminated rebels and lingering supporters of the old order while overseeing construction of the Imperial Palace in the Himalayas. 11 17
Appearance
Waldo is a towering, muscular Adeptus Custodes commander typically clad in golden armor and helmet. His form adjusts to the physical laws of the universes he enters; in the Three-Body Universe, he was reduced to roughly two meters tall. 25 46

Personality
Waldo is intensely dutiful, disciplined, and protective of the Emperor. He considers service a purpose rather than a burden, and he seeks to ensure that the Custodes retain enough strength to prevent any threat to the Emperor's authority or safety. 7 10
His usual manner is composed and rational, even under provocation. When interrogating an ETO captive, he refuses to grant the man a quick death, judging the collapse of the traitor's beliefs to be a harsher punishment. 29
Despite his severe demeanor, Waldo displays moral conviction. He openly condemns Eternal Time-Space for erasing timelines, free will, technologies, and entire lives under the guise of protecting humanity. 64 65
Raven is one of the few beings who consistently disrupts Waldo's composure. Waldo responds to Raven's constant “fish pond” threats, absurd nicknames, and obsession with fries with dry sarcasm, irritation, and occasional reluctant indulgence. 62 68 127
