Batwoman was at the Gotham Police Department.

She hadn't come to work a case. When the dense fog first appeared, she realized she'd been transported to an unfamiliar location. This Gotham was completely different from the one she knew, and even its terrain and road layout offered no points of reference.

Batwoman knew that wouldn't do. If Gotham hadn't become any less dangerous while she herself had lost her familiarity with it, she could easily get caught off guard. So she decided to look for the other Batmen.

Visibility was extremely low in the dense fog, and communication devices weren't working well either, so many modern methods were useless. More primitive means of communication were actually more reliable.

Batwoman had come to the Gotham Police Department to find the Bat-Lamp.

She believed that as long as Batman existed in this universe, the Gotham Police Department had to have a Bat-Lamp. So when the first wave of fog descended, she had already gone to the station.
