"Wait." Carol tugged him back and said, "The ones who sent the agents were the opposition. If you move the Capitol Building back to Metropolis, they can bring up another vote. Wouldn't that be exactly what they want? They might even be secretly delighted, thinking their threat worked..."
Hal calmed down a little. Thinking it over, she was right. Those people had come after his girlfriend because he had ruined their plans. If he returned everything to square one now, wouldn't he be playing right into their hands?
