"Then, let us begin!"
Once everyone from the Three Great Tribes—or rather, what should now be called the Sanhe Tribe—had gathered, Laurent stepped forward, with Fred and Quiller standing half a step behind him on either side.
Roy stood at the forefront of the six Mid-level Gods, with sixteen Low-level Gods behind them.
Further behind them were the Saint Domains of the three tribes.
The people from the other tribes had tacitly gathered outside a radius of a hundred li.
Laurent took out a scroll from his Spatial Ring. Then, with both hands, he respectfully held the scroll aloft as surging divine power activated the power contained within it.
"Rumble, rumble, rumble..."
In an instant, Roy felt an indescribable pressure descend upon him, forcing him toward his knees.
This pressure...
Roy was horrified. He did not dare resist, but he was unwilling to kneel so meekly.
He immediately braced both hands against the ground, barely keeping his knees from touching it. Only then did the pressure on him lessen greatly. When he raised his head, he discovered that Laurent, Fred, and Quiller had already knelt on the ground.
No, it was not just the three of them. Rather, before this overwhelming pressure, everyone could only lower their heads and kneel.
Countless powerful auras emerged in the sky, gathering into an enormous human face that covered the heavens. Merely looking at it, Roy could sense the terrifying power contained within those auras.
Sovereign's Might, and... Lord God Descends!
Roy had never expected that a Lord God would descend for the establishment of a city!
Only after the enormous face had taken shape did the immense pressure completely vanish.
Of course, Roy knew that this did not mean the Lord God had left. Rather, the Lord God's consciousness had descended, and under the effect of Willpower, it had completely restrained the might of the countless strands of Sovereign's Might that formed the giant face, without letting even a trace leak out.
"Laurent welcomes the descent of the Lord God!"
"Welcome the descent of the Lord God!"
"Welcome the descent of the Lord God!"
Led by Laurent and the other two, several million people shouted the Lord God's name and performed three bows and nine kowtows.
"Oh?"
"You summoned me. What matter requires my attention?"
A majestic voice rang beside the ears of everyone present. The God-level experts were fine and were not greatly affected.
However, painful expressions appeared on the faces of those Saint Domains. The weaker ones even began bleeding from their ears.
The might of a Lord God was terrifying indeed!
"Lord God, I, Laurent Morgan, have protected this land for over three hundred thousand years. During that time, I have diligently driven away bandits and countless evil men, and the people within this territory have elected me as their leader."
"Therefore, I ask the Lord God to permit us to establish a city here, so that we may contribute our humble share toward maintaining order in Hell."
After Laurent finished speaking, the giant face of the Lord God was silent for several seconds before uttering a single word.
"Granted!"
Following the Lord God's words, an enormous Magic Array suddenly appeared on the ground. From it rose four dark city walls, each more than three hundred meters tall.
At the center of each wall stood a city gate fifty meters wide and one hundred meters tall. Light flashed above the gates, and the three words "Sanhe City" appeared ten meters above them.
Once all this was done, the giant face of the Lord God dispersed, and the Magic Array that had produced the city walls vanished without a trace.
Only then did the people present rise from the ground.
Before a Lord God, no one dared raise their heads to look directly upon the Lord God's Sovereign Dignity. Thus, the only person who knew Roy had not knelt was Alva.
Looking at the city walls enclosing an area of a million li, Laurent burst into laughter.
After striving for hundreds of thousands of years, he had finally achieved his wish.
Smiles also appeared on Fred and Quiller's faces.
Although they had missed out on the most important position of City Lord, Laurent had promised them the positions of Deputy City Lord and permitted each of them to form a city guard force of no more than three thousand men.
One had to know that within a city, aside from the Sovereign Legion and the city guards, no one else was permitted to fight.
Otherwise, they would bear the consequences of offending the Sovereign Dignity.
Other than experts above the level of Asura, who could disregard the city's rules to a certain extent, even Seven-star Demon Level experts had to either leave the city to fight or do so on the specialized arenas within the city.
Thus, possessing a city guard force that could act within the city meant, in a sense, becoming the "king" of the city.
"Alright, the Lord God has already bestowed the city walls. Next, I will have to rely on everyone for the construction within the city."
"The first thing that must be built is the camp for the Sovereign Legion."
"The second is the Demon Castle."
"The third is the auction house."
Fred and Quiller both nodded in agreement at Laurent's arrangements.
These were also the three most important structures that needed to be built after many cities were established.
The walls of an established city were personally bestowed by the Lord God. Infused with Sovereign's Might, although they were not Sovereign Artifacts, even divine artifacts below the level of Sovereign Artifacts could not inflict the slightest damage upon them.
To establish a city and maintain order within it required the Sovereign Legion to stand guard. In a sense, the Sovereign Legion's deterrent power within a city was even greater than that of the City Lord.
Of course, by the time one reached the level of a Great City or a Cultivate Prefect, the positions of the two sides were reversed.
The City Lords of Great Cities were not weak even among Seven-star Demons, so the deterrent power of the Sovereign Legion in a Great City was roughly equal to that of the city guards.
As for Cultivate Prefects, they were great figures standing at the pinnacle of the gods. In the One Hundred and Eight Prefectures of Hell, the Sovereign Legions had almost no presence at all.
This was the Coiling Dragon World, where great power belonged to the individual!
And this was only at the level of Cultivate Prefects. Above them were Paragon High-level Gods, who stood at the absolute peak among gods. To other gods, Paragon High-level Gods were no different from Lord Gods.
Even Purgatory Commanders who had gathered the Sovereign Artifact Set had little ability to resist before a Paragon.
The Sovereign Artifact Set could only allow them to preserve their lives before Paragon High-level Gods. Although Paragons could not break through the defenses of Sovereign Artifacts, they could directly exile them into Spatial Turbulence.
At that point, unless a Lord God rescued them from the Spatial Turbulence, they would be trapped there forever, unable to escape.
The Demon Castle was also the work of the Lord Gods. It had administrators belonging exclusively to the Lord Gods, who shared information through the Demon Castle, issued missions, and awarded Demon Medals.
By common understanding, anyone possessing a Demon Medal was an expert among gods.
Auctions were the city's most profitable source of income. Whether purchasing or selling supplies, the City Lord's estate would take a certain commission. For most gods, paying that small commission was far safer than trading outside the city.
