Not long after the Silver Heart Civilization organized other civilizations to submit a motion of dispute, the Divine Matrix Civilization's representatives put forward a proposal of their own, demanding that the Silver Heart Civilization halt construction of the New Star River. Their reason was that building the Star River had wasted enormous amounts of Great Voyage resources. Why had The Great Voyage Organization fallen into a resource crisis? Because the Silver Heart Civilization had stubbornly insisted on building the New Star River.
Naturally, the Silver Heart Civilization refused to acknowledge that claim.
The two civilizations held countless negotiations during the latter half of the journey, and their diplomatic teams sparred fiercely in the Resource Coordination Committee, but no substantive result came of it.
The other civilizations could also see that this was a conflict between two giants. They only needed to wave flags and cheer behind the other two giants.
Some, like the Daya Civilization, acted according to Human Civilization's wishes. Others clung to the Awakeners, while some directly aligned themselves with the Divine Matrix Civilization diplomatically.
