That civilization was the Divine Matrix Civilization.
The Divine Matrix Civilization had already restored its Neutron War Star. This was easy for them: all they needed to do was find a star, rush over, and suck up its matter. The Divine Matrix Civilization's characteristic technology was gravity manipulation, allowing them to activate or suppress the Neutron War Star's gravitational effects at will.
After expending the Neutron War Star's matter this time, the Divine Matrix Civilization had also taken the opportunity to rotate its personnel. They lacked four-dimensional technology and could not send personnel inside the war star while it was in its neutron-star form. Thus, every time they changed its crew, they had to eject all of the Neutron War Star's matter, leaving only its core.
For that very reason, every personnel rotation was also an opportunity for major maintenance on the Neutron War Star.

From the Neutron War Star's core, they used extraordinarily advanced technology to admit neutron-star matter into the interior, as though opening a tiny aperture, supplying both the personnel and the war star's own propulsion systems.
