Just think of how many years the Divine Matrix Civilization had hidden away in a concealed Small Universe to create the Neutron War Star, how many years the Silver Heart Civilization had spent successfully mastering detection-related Characteristic Technology, and how many years the Awakeners had gone without making any progress at all.
Characteristic Technology was never something a Level Six Civilization should have been able to master. It was only that some races were extraordinarily gifted, forcefully carving out a path from a dead end. That was why other civilizations could not understand it, and why every Characteristic Technology creation was like building a wonder.
It was foreseeable that for a very long time to come, the Daya Civilization's combat power still would not rise just because they possessed Characteristic Technology. They would still need the Great Voyage Organization to escort and protect them.
Perhaps this was the benefit of being inside the organization. If this were out there, and the Daya Civilization's current state became known to an unfamiliar Level Six Civilization, they would absolutely be plundered.
The Daya Civilization understood this very clearly as well. That was why they had always clung firmly and unwaveringly to Human Civilization's thigh.
