Over the following period, Velin traveled to various countries under the pretense of sightseeing, negotiating with their current rulers to arrange the Auxiliary Army.
Over the course of more than a month, he held several days of talks with Queen Elsa Gertvos of the Titon Kingdom, Grand Duke Merezzakli of the Grand Duchy of Merezzakli, Duke Polyr Kalundin of the Duchy of Kalundin, and Old King Rivacamon Sliven of the Kingdom of Skalovi. They determined the futures of the Thousand Forts Army, Yalan Army, Haina Army, and Maleg Army.
The Yalan Army would belong to the Titon Kingdom and swear loyalty to Third Princess Ailebella. In exchange, Velin received thirteen count titles and fifty-eight baron titles from Elsa, which would be used to settle some of the Halo Plan candidates from the Yalan Army.
The Haina Army was assigned to the Duchy of Kalundin as a standing army and would swear loyalty to the Duke of Kalundin. As for the Halo Plan candidates, all of them would become temple guards and join the armed forces of the Church of Life.
After much consideration, Velin ultimately handed the Thousand Forts Army—a force built around the children of low-ranking nobles from his homeland—to the Grand Duchy of Merezzakli, where it would be commanded by Merezzakli.
To demonstrate his sincerity, Merezzakli granted one-third of his nation's land to the children of Cadro Province nobles. However, those territories were located in the six major districts of the former western Kingdom of Skalovi.
Velin understood Merezzakli's intentions perfectly, but he did not interfere. This was a transaction to begin with. Whether those young nobles could gain a foothold and carry on their bloodlines and family names would depend entirely on their own efforts.
Of course, to compensate those young nobles, Velin additionally gave each of
