According to the special provisions of Doomsday Regulation 297, when using an Intermediate Transference Contract to bring over a being with Seventh Order strength, End Space would assess them and, following the normal process for recruiting Explorers, sign a contract based on the assessment results.

Hearing End Space's explanation, Lu Li was delighted. He felt that this was not necessarily a bad thing.
