History

Sui Yang founded the Imperium of Man after publicly revealing the Relic Base and its Space Gates. Atlas had already established much of the governing authority familiar to Main Universe citizens; after the founding, its operations became bound to Imperial politics, the military, the economy, and civilian welfare 218 357.

Expansion proceeds through Space Gates and campaigns called Unification Wars. Conquered territory is incorporated into Imperial administration rather than simply held by troops: officials are appointed, local economies are connected to the Credits system, and populations are recruited into Imperial institutions 435 629. By the account of Imperial Calendar 0050, the conquest of Universe 17 had brought the Empire's total population to four quadrillion 324.

Government and society

• Central authority: Sui Yang leads the Empire, with Primarchs assisting in decisions and administering individual universes 348 522.
• Colonial administration: Governors and Imperial officials manage occupied territory. Wise AIs support administration, surveillance, and public communications 435 746.
• Public services: Employment and social-security systems underpin civilian life; the Empire also provides medical care, housing, and education during reconstruction 512 745 746.
• Political control: Citizens benefit from security and welfare, but Imperial rule also uses surveillance, ideological instruction, and severe punishment of perceived threats 324 560 746.
• Citizenship: The Subhuman Rights Act grants full citizenship to intelligent species reproductively compatible with humans. Other incorporated species may instead be subject to spiritual assimilation 637.

Military and expansion

• Legions and supporting forces: Astartes Legions operate alongside the Imperial Fleet, Auxilia, Clone Soldiers, specialist departments, and automated units 450 522 638 744.
• Space Gates: The gates at the Imperial Palace link the Main Universe to other universes and permit large-scale transport and deployment 521 743.
• Occupation doctrine: Military victory is followed by garrisons, reconstruction, economic integration, recruitment, and efforts to secure public support 435 522 746.
• Continuing campaigns: After operations on Earth 19, Sui Yang prepares another gate opening; he later announces plans to open two new Space Gates simultaneously 744 803 804.
