After deploying the Sisters of Battle piece, Chen Xi didn't project his consciousness into the box as he had done before.

And the only passage between the two is the location of the famous Vigil.

Also, in this year, the Primarch Roboute Guilliman returned, successfully preventing the collapse of the Imperium and launching a grand expedition called the Indomitus Crusade, re-conquering the territory of the Imperium and saving the Imperium and humanity.

Now, there are thirty years left until that crucial year, which is exactly the time that Rostov II can still obtain free food from the agricultural world.

In other words, if Chen Xi can't develop Rostov II in the thirty years he doesn't need to worry about food, then he can forget about grand goals like influencing the galaxy and changing the status quo of the Imperium.
