Background & History
Before gaining access to the Emperor's Deployment Box, Chen Xi was an ordinary 3K-era Warhammer enthusiast who had changed jobs repeatedly and worried about rent. The prospect of wielding genuine power armour and power weapons immediately convinced him to accept the Servo-skull's first task. 2 345
He completed the Planetary Governor succession ceremony and became the ruler of Rostov II. Early in his governorship, he formed an agreement with Magos Ovilia: she would assist Rostov II's development, while he would establish a forge and forge ark for her on the planet's satellite. 9 10
Chen Xi pursued economic independence alongside military security. He imported Cabernet Sauvignon seedlings and seeds from the 3K era to establish winemaking on Rostov II, then used ecological infrastructure, heavy equipment, armour, artillery, tanks, and gunships to resolve food shortages and modernize the Planetary Defense Force. 12 53
His connection to the 40K world operates through pieces and remote possession. His pieces can follow preset instructions autonomously, and he can carry materials between worlds up to his personal carry limit. A Sister of Silence later confirmed that neither his soul nor physical body had crossed over, giving him greater freedom than a permanent transmigrant. 11 92
The scale of Rostov's administration eventually became unmanageable. After collapsing from prolonged work, Chen Xi established a secretariat and an Inquisition division, retaining final strategic authority while using loyal pieces to monitor corruption and enforce discipline. 296
Personality
Chen Xi is pragmatic, cautious, and intensely protective of his autonomy. He builds alliances readily, but distrusts arrangements that could leave him dependent on another faction; this is why he sought an independent forge rather than relying entirely on Mechanicus procurement. 9 32
As a ruler, he favors preparation, logistics, and long-term leverage over immediate gratification. He modernizes forces, develops industry, secures rare STCs, and rewards allies with strategically valuable technology. 53 87 402
He is capable of anger and ruthlessness, but not indiscriminate cruelty. After an enemy ship escaped during the Necron campaign, he publicly reprimanded Navy and Mechanicus officers for over an hour, yet declined to execute them and instead redirected the expedition toward reconnaissance and reinforcement. 248
Chen Xi remains uncomfortable with becoming an object of worship or an eternal ruler. Despite being treated as the Emperor's representative by many faithful, he resists canonization and fears becoming trapped in a role like the Emperor's confinement to the Golden Throne. 430 489
His experiences in the 40K era leave a psychological burden. Khorne's lingering influence causes irritability, while the weight of his decisions and responsibility for countless lives repeatedly strains his ability to live normally in the 3K era. 391 392 477
Abilities & Skills
Psychic Powers
Chen Xi is a Theta-level combat Psyker with telekinetic, sensory, enhancement, and precognitive capabilities. 172 492
- Uses fine telekinesis for delicate manipulation, such as holding up a falling beverage rack. 172
- Enhances his body and combines precognition with swordsmanship in combat. 492
- Establishes long-range psychic links through deployed pieces, including a battlefield connection through Ahriman's Supreme Sorcerer piece. 381
- Uses psychic perception to gauge emotional fluctuations and deception during negotiations with the Dark Angels' Inner Circle. 696
- Must avoid reckless psychic overuse; uncontrolled power can turn a psyker into a Warp breach for daemonic invasion. 20
- Suffers reduced effectiveness within Blackstone Necron structures, which suppress psychic power. 24
Command and Statecraft
Chen Xi combines local intelligence, political leverage, and military planning to command forces far larger than his original position would suggest.
- Reorganized the Rostov II PDF around heavy combined-arms doctrine, armored assaults, air-ground coordination, and potential unmanned operations. 53
- Earned supreme command of the Necron expedition when Inquisitor Alfred Wien relinquished authority to him. 217
- Coordinates disparate Imperial institutions, including the Inquisition, Astra Militarum, Imperial Navy, Adeptus Mechanicus, Adeptus Ministorum, Astartes Chapters, and Titan forces. 216 248
- Consolidated authority over nearly the entire Rostov Sub-sector after the war destroyed many sector nobles. 399
- Uses Saturnine Pattern Terminator armour, Primaris reinforcements, and the Emperor's signed authority to build a pre-Indomitus power bloc. 402 413 418
Deployment Box Operations
Chen Xi can use the Deployment Box to control, deploy, and equip pieces across worlds.
- Remotely manages pieces, while allowing them to operate under pre-set instructions when direct control is unnecessary. 11
- Transfers selected materials between the 3K and 40K eras within his personal carrying capacity. 11
- Uses pieces as concealed assets, battlefield observers, teleportation coordinates, and channels for consciousness projection. 381
- Treats the loss of a piece as costly despite his own safety, since its equipment and accumulated investment may be lost. 20
