Background / History
During the Great Crusade era, the Emperor created twenty Primarchs. Chen Xi argues that they were intended not only as military commanders, but as specialized administrators capable of constructing and operating a revived human civilization on a galactic scale 485.
His urgency to expand the Imperium is attributed to a brief period in which Warp routes became traversable and the Chaos Gods were temporarily distracted by Slaanesh’s birth. The Emperor sought to establish as many human strongholds as possible before a darker future arrived 484.
Following the Great Heresy, the Emperor was bound to the Golden Throne. Before the Great Rift, Chen Xi describes him as unable to personally sweep away the Traitor Legions despite the prayers of countless Imperial citizens 80.
Chen Xi later explains that the Heresy was a ritual capable of producing the Dark King. Horus was initially positioned to become that entity, but the Emperor ultimately took the same path and delayed the transformation by remaining upon the Golden Throne 529.
Role in the Emperor’s Deployment Box
The Emperor created the Emperor’s Deployment Box to recruit people from Chen Xi’s 3K-era world and let them enter the Warhammer universe through miniature proxies or direct possession 2.
The system requires recruits to complete missions for increased permissions and deployment points. Higher permissions unlock stronger units, from Imperial infantry to vehicles, Space Marines, and eventually Primarchs 2.
- Level I permissions allow Astra Militarum, Inquisition, and Sisters of Battle infantry units. 2
