After Carl made his decision, the Scavengers' forces throughout Dogtown were almost immediately dealt a devastating blow.
Hansen had been unable to completely purge Dogtown because he needed to ensure that everyone under his rule was absolutely loyal to him. He was also short on manpower, and there was no need to wage a security war against the endless stream of Scavengers pouring into Dogtown. But Carl was different.
He only wanted the Scavengers dead!
If they came endlessly, then he would kill them one by one until the stream ran dry.
To that end, Carl had even hired a huge number of people. Nearly every available mercenary at the Afterlife, every mercenary company he could contact, the Sixth Street Gang, the Aldecaldos, the Valentinos gang, the Animals Gang, some Maelstrom members willing to negotiate, and even Wakako's Tiger Claws had all been hired by Carl.
The scope of his hiring was so broad that Carl had even paid the professional Lazarus mercenaries who had come with New America and were already retreating to return to Dogtown and get back to work.
With the Night City Police Department's Psycho Squad and Special Operations Team leading and assisting them, the mercenaries and temporary hires receiving double rates worked with remarkable diligence. Basically, every Scavenger had a dozen new bullet holes in them the instant they were spotted.
