On a battlefield during the Third Shinobi World War, he had used the Lightning Style Kirin, which summoned a natural disaster, to wipe out fifteen Mist Ninja squads in one stroke, earning himself the name Azure Lightning Toko.
At the same time, in Shisui's eyes, this clansman who was a year younger than him was a rare Uchiha who possessed the Will of Fire. In his work within the Military Police Force, he treated villagers kindly at every turn. Shisui was deeply gratified upon hearing Uchiha Toko's words. Unexpectedly, besides Itachi, whom the Third Hokage had praised as possessing the mindset of a Hokage, there was another farsighted young man in the clan.
"However, I do have an idea regarding the clan's and village's current predicament. But this method requires your help, Shisui-nii." Clear moonlight filtered through gaps in the forest and fell upon Uchiha Toko's pure white haori, reflecting a gentle glow.
"What method do you have?" Uchiha Shisui asked seriously. "What do you need me to do?"
"Shisui-nii, please lend me your eyes." Uchiha Toko's words sent a chill down Uchiha Shisui's spine. In the next instant, a streak of blue lightning flashed through Uchiha Shisui's eyes.
The clang of steel echoed above the Death Forest. At the crucial moment, Uchiha Shisui also drew his Ninja Blade, barely managing to block the fatal strike.
"Douhuan? Why?" Uchiha Shisui demanded as they remained locked together.
"You intend to stand on the village's side, don't you? To keep the clansmen from noticing, you even took such a long detour to report to the Hokage." Uchiha Toko's voice was as cold as frost.
The two separated at a touch, standing opposite one another with blades in hand. The Three Tomoe Sharingan in their eyes stared into each other's.
"So your vision is also limited to the clan alone? And here I thought you were a fellow traveler who possessed the Will of Fire." Uchiha Shisui's gaze turned cold as well. Uchiha Toko's previous slash had been aimed entirely at his life.
"Hahaha." Uchiha Toko threw back his head and laughed wildly. "Ridiculous. You and Itachi think you possess the vision of an entire village, yet your eyes cannot help you see the future of the clan and the village. Aren't you merely frogs in a well gazing at the moon?"
Crackling sounds erupted around Uchiha Toko as lightning coiled around him. "My vision has long since ceased to be confined to this small corner of land. What these eyes of mine see reaches far beyond what you can see. This sick world needs a thorough, complete revolution!"
"Are you planning to start a war? You madman!" Uchiha Shisui gritted his teeth. "I thought you avoided clan meetings because you loved peace, but I never expected you to be even more insane than those clan elders. I really was fooled by your disguise."
"No, no, no. My reason for not attending clan meetings isn't that complicated. I simply don't want to keep company with vermin." Uchiha Toko spoke coldly. "They shout about rebellion all day, yet they have never discussed even the slightest feasible plan. How can one govern properly with a bunch of vermin?"
"I see. I understand now." Hearing this, Uchiha Shisui took a deep breath, as though he had made some kind of decision. "Douhuan, your ideas are too dangerous. For the sake of the village, I must stop you!"
The Three Tomoe in Shisui's eyes spun rapidly, the three tomoe transforming into a pinwheel-like pattern.
"So this is your trump card?" Uchiha Toko watched coldly. "The Genjutsu that can alter a person's will—Kotoamatsukami."
Uchiha Shisui's eyes suddenly widened. Ever since his Mangekyō Sharingan had awakened, he had never exposed it. Why could Uchiha Toko identify his Dojutsu's ability in a single sentence?
"You look surprised?" Uchiha Toko laughed loudly, then pointed at his own eyes. "I already told you. My eyes see farther than you can imagine."
With that, the three tomoe in Uchiha Toko's eyes also began to change. Three sharp lightning patterns encircled the central pupil.
"Mangekyō Sharingan?" Shisui stared at the sight in disbelief. He had never expected Uchiha Toko to be hiding such a trump card as well.
