History
Founding and Earlier Wars
Hashirama Senju and Madara Uchiha established Konoha through the union of their clans. Hashirama’s attempt to make Madara the First Hokage failed, worsening relations between the Uchiha and the other ninja clans. Madara’s departure deepened that division 93 266.
Tobirama Senju established institutions that shaped the village, including the Military Police Force. Assigning its authority exclusively to the Uchiha gave the clan substantial policing power but obstructed its access to the village’s central leadership 266.
The founding generation brought nearly twenty years of peace, but war resumed after Hashirama’s death. Konoha subsequently won earlier Ninja World Wars at heavy cost. Toko identified exhausted logistics and declining morale as major reasons the village could not capitalize on its battlefield victories 137 268.
Internal Corruption and Political Upheaval
Konoha’s leadership failed to aid Uzushio Village during the Uzumaki Clan’s destruction, despite being capable of assembling a supporting force. Toko later acknowledged the village’s responsibility for abandoning its ally 135 138.
Orochimaru’s laboratory records exposed Root’s involvement in kidnapping children from bloodline clans for experimentation. Toko and Kakashi brought evidence against the Shimura, Utatane, and Mitokado clans to Hiruzen, while Toko ordered punishment, asset seizures, and compensation for victims’ families 30 32 70.
Martial law and violent Military Police Force operations provoked civilian resistance. The conflict widened into a confrontation among village factions: the Fourth Hokage’s former subordinates blocked efforts to suppress the police, Jiraiya was captured, and Itachi mobilized remaining Anbu and Jonin Squad members 56 59 98.
Toko pressured Hiruzen to authorize arrests and resign. During the confrontation, Obito invaded under the identity of Madara Uchiha; Toko and Kakashi fought him, with Toko moving the battle outside the village 99 100.
The Fifth Hokage’s Administration
The Feudal Lord approved Toko’s appointment as Fifth Hokage. Hiruzen handed over the Hokage Hat and Book of Seals, while Kakashi became Military Police Force captain 111.
Opposition continued after the inauguration. Remaining Utatane and Mitokado leaders organized protests around the Hokage Building, hoping the unrest would undermine Toko and prompt reductions in village funding 114.
Konoha became the Land of Fire’s capital, attracting nobles and wealthy merchants. Yamato’s construction rapidly expanded the village, but the influx also raised prices and generated social tensions 125 130.
Unification and Final Reconstruction
Toko prepared Konoha for a decisive war intended to unify the Ninja World. Tobirama recognized the purpose behind its mass medical training, foreign troop deployments, and military reforms, then joined Toko’s advisory department 268.
After mobilization, Konoha and its allies fought the opposing powers. The war brought most of the Ninja World under the Land of Fire’s control; allied nations then began joining the newly established Ninja World Federation, starting with the Land of Rain 287 307.
The conflict was largely confined to shinobi, minimizing its impact on civilians. Later crises brought the former Hokage and Konoha’s leading younger ninja together against Madara and the subsequent Ōtsutsuki threats 308 314 317 324.
Following the final battles, Kakashi became Sixth Hokage and oversaw reconstruction. Sasuke later succeeded him as Seventh Hokage, governing both Konoha and the federation with Karin, while Neji rose to Grand Minister in the federal government 327.

Military
Military Police Force
The Military Police Force evolved from an exclusively Uchiha-controlled department into a broader village institution 266.
- Recruitment: Its benefits drew enough applicants to disrupt normal D-rank mission activity. Later teams combined civilian and Uchiha genin 111 145.
- Discipline: A parade of thousands of police ninja impressed Takigakure’s leader with its coordinated salutes and strict organization 155.
- Support: Members received substantial food, training facilities, and logistical resources. Hashirama and Tobirama found its professionalism markedly different from the forces of their own era 155 266.
- Civilian relations: Harsh riot suppression and home raids initially made the force feared. After three days of lockdown, security improved and cooperation with villagers increased 56 70.
Professionalization Reforms
Toko’s reform program sought to replace mission-dependent mercenaries with salaried professional soldiers 201.
| Measure | Documented implementation |
|---|---|
| Reduce routine missions | D-rank work had fallen by nearly half compared with Hiruzen’s administration by the Konoha Year 61 proposal 201. |
| Increase state funding | Official funding tripled, reaching five percent of the Land of Fire’s annual tax revenue 201. |
| Introduce military ranks | Proposed replacing genin/chunin/jonin with Ninja Soldier → Ninja Lieutenant → Ninja Captain → Ninja General → Shadow Marshal 201. |
| Create pensions | Proposed monthly allowances for ninja with twenty years of service or those forced to leave through injury 201. |
| Outsource low-level work | Toko considered subcontracting surplus missions to Sunagakure; most low-level missions were later outsourced 249 285. |
| Establish a salaried army | Recent Academy graduates entered the new military, concentrating on training and rotating border defense 285. |
| Develop new leadership | Sasuke and Neji assumed important positions as the reforms reached their final stages 285 293. |
Combat Strength and Coordination
- Clan specialties: The village fields Sharingan, Byakugan, Aburame insects, Inuzuka hounds, and the complementary techniques of the Ino-Shika-Cho clans 286.
- Combined operations: During the Joint Chunin Exams, Konoha teams coordinated reconnaissance, communication, healing, rescue, restraint, and combined elemental attacks 219.
- Lightning Style limitation: Despite Toko and Kakashi’s expertise, fewer than ten other village jonin were proficient in Lightning Style at the time of the exams 217.
- Strategic standing: By the completion of its reforms, Ōnoki described Konoha as the strongest ninja village and Toko as the strongest individual in the Ninja World 285 293.
Tailed Beasts and Jinchūriki
| Tailed beast | Jinchūriki | Connection to Konoha |
|---|---|---|
| Nine-Tails | Naruto Uzumaki | Raised under Kakashi’s care and trained by Toko; later learned to access the beast’s power 137 207 314. |
| Seven-Tails, Chomei | Kaede | Brought from Takigakure to Konoha. Toko refused to return the beast and offered Kaede instruction in controlling its power 164. |
| Three-Tails, Isobu | Karin | Voluntarily became its jinchūriki to gain strength; incomplete cooperation from Isobu remained a limitation 184 207. |
Toko presented Konoha as possessing a comprehensive jinchūriki training program based on research into Uzumaki sealing techniques 156.

Development and Research
- Construction: Yamato drove the rapid transformation into a national capital. Deidara later became the Yamato Construction Group’s chief demolition expert, accelerating development further 130 172.
- Economic pressures: Wealthy newcomers increased prices and prompted protests. Toko proposed a seventy-percent tax on large merchants while confronting corrupt civil officials 125 130.
- Industrial expansion: Two years of peace brought major growth in the economy, military industry, infrastructure, and scientific research, aided by trade with the Land of Waterfall 184.
- Scientific ninja tools: Tenten and the Yamanaka Clan developed a device capable of sharing vision across ten kilometers. Toko treated the technology as a protected strategic asset 184.
- Investment: Merchants entering Konoha invested across the Land of Fire, contributing to development in poorer regions 273.
Clan Integration and Village Identity
- Will of Fire: Toko used it in Academy instruction and wartime broadcasts to link the village’s inherited legacy with collective defense 128 286.
- Uchiha integration: Relinquishing exclusive police authority and producing a Hokage changed the clan’s position within Konoha. Civilian genin protecting Uchiha teammates during the exams visibly demonstrated that integration 148 266.
- Uzumaki recognition: Naruto’s public recognition as Uzumaki Clan Head, alongside disclosure of the clan’s history, ended the village’s “Demon Fox Brat” rumors 137.
- Protection of survivors: Konoha offered unconditional protection to surviving Uzumaki descendants and declared that it would pursue anyone who harmed them 136 137.
- Hyuga reform: Neji removed the Caged Bird seals from all Branch Family members and subdued elders who challenged his authority, ending their inherited subjugation 274 275.
- Memorial culture: Construction of the Hero Memorial strengthened cohesion among village ninja and formed part of Toko’s effort to improve wartime morale 137.
Foreign Relations
- Takigakure and the Land of Waterfall — Sought Konoha’s protection against Iwagakure. Cooperation included jinchūriki training, weapons supplied on credit, and loans secured against mineral resources 155 156 164.
- Kirigakure — Konoha intervened in its rebellion, suffering no combat deaths and only a handful of injuries. Toko installed Takagi Shoban as a dependent Mizukage, while Konoha supplied reconstruction aid and maintained a resented military presence 175 179 181.
- Iwagakure — Longstanding rival. A temporary non-aggression agreement masked competition over neighboring small countries; Iwagakure later attacked the Land of Waterfall and opposed Konoha in war 141 155 161 286.
- Kumogakure — Rival with a history of targeting Konoha bloodlines. Its kidnapping of Konohamaru triggered confrontation, followed by reparations and renewed militarization under A 213 221 229 268.
- Sunagakure — Treaty ally dependent on Konoha’s aid. Temari mobilized in support of Konoha and placed Chiyo and Ebizo under house arrest when they advocated betrayal 287.
- Akatsuki and Amegakure — Nagato moved from expecting an eventual clash to supporting Toko’s unification program. The Land of Rain became the first allied nation to join the federation, with Konan appointed provincial governor 138 206 232 307.
- Land of Snow — Konoha helped restore Kazahana Koyuki’s rule. Sasuke negotiated training support for a chakra-armored defense force in exchange for favorable policies toward Land of Fire investors 195 201.
- Kusagakure — Konoha demanded the release of captive Uzumaki descendants. Its interests in the Land of Grass were subsequently divided with Iwagakure 138 155.
Konoha Covenant Plan
- Purpose: A proposed Konoha-led organization whose member states would support one another in future wars 156.
- Mapped prospective members: The Lands of Waterfall, Iron, Frost, Rice Fields, and Hot Water, surrounding the Land of Fire 156.
- Initial reception: Iwata Sawaki welcomed the proposal as a possible answer to Takigakure’s vulnerability 156.
- Strategic implications: Tobirama later identified Konoha’s alliance-based troop deployments in neighboring countries as part of Toko’s preparations for a Ninja World-wide war 268.
