Background / History
Toko was an ordinary corporate worker in his previous life before being sent into the ninja world. His parents were already deceased, and he was forced to learn killing from childhood. At nine, he was sent to war and awakened the Mangekyō Sharingan in battle, surviving the Third Shinobi World War. His large-scale Lightning Release earned him the name “Azure Lightning Toko”; Kirigakure veterans also feared his sword, Swift Lightning, as the “Bloodless Blade.” 2 29 87
Foreseeing the Uchiha clan’s destruction, Toko concluded that the clan’s internal debates could not change its fate. He ambushed Shisui, countered Kotoamatsukami with his own ocular power, removed Shisui’s eyes, and spared him with replacement Three Tomoe Sharingan. He then tasked Shisui with informing Hiruzen of his abilities and witnessing the future he intended to create. 2
After Danzō’s death, Toko used the Root investigation to consolidate authority. He calmed the Uchiha, pressured Hiruzen into authorizing an investigation, dismantled Root, and succeeded Fugaku as clan head. 6 7 9
As clan head, he reformed the Military Police Force by recruiting commoner ninja, offering non-Sharingan Uchiha techniques and war spoils as merit rewards, and framing integration with the village as the path to restoring Uchiha influence. 8
Personality
Toko is composed, calculating, and exceptionally patient. He routinely uses intimidation, public opinion, wealth, and carefully staged political pressure rather than relying solely on force. His outwardly cordial manner can conceal coercive intentions, as seen in his treatment of the Shimura and Yamanaka clans. 11 12
He is ambitious and willing to manipulate allies and enemies alike, including Shisui, Orochimaru, Hiruzen, and the Land of Fire’s leadership. However, he also pursues institutional reform, avoids unnecessary escalation when it could lead to wider war, and repeatedly invests in Konoha’s long-term strength. 32 104 232
Toko considers his genjutsu skill poor despite possessing powerful ocular techniques. He instead favors perception, lightning-based offense, swordsmanship, sealing, and Natural Energy. 136 179
