History
Rule under Haotian
The Heavenly Court initially stood as the established authority of the Three Realms, with Haotian Shangdi seated in the Grand Pure Palace and divine departments administering matters such as the world’s water veins. Its officials wielded authority bestowed by the Heavenly Dao and the Jade Emperor, while its soldiers enforced imperial decrees against those labeled as rebels or “Demonic Evils.” 64
Its rule relied heavily on heavenly law, institutional hierarchy, and the fear its divine authority inspired. Heavenly Court true gods possessed a natural suppressive advantage over cultivators outside its system, and the Dragon Clan in particular carried an inherited terror of the court’s power. 65 67
Conflict with Qin Feng
The court’s confrontation with Qin Feng began after he publicly demanded an explanation for Taiyi Zhenren’s actions against Shi Ji and threatened to visit the Jade Void Palace and Grand Pure Palace himself. His declaration entered the court despite its restrictions, shocking Haotian and the assembled immortals. 6
Taibai Jinxing initially advised a conciliatory response: send gifts, test Qin Feng’s intentions, and shift blame toward the Chan Sect, whose disciple had caused the original dispute. 8 This strategy became necessary after the Heavenly Court’s military response in the East Sea failed disastrously.
When the Dragon Clan regained its destiny and challenged the Water Department’s control over the Four Seas, Haotian ordered Ao Guang’s arrest and the execution of those accused of inciting the clan. 64 The Giant Spirit God then descended with one hundred thousand Heavenly Soldiers, but Qin Feng defeated the vanguard and shattered the army’s morale without even rising from his seat. 65 69 Unable to risk further losses, Haotian abandoned direct confrontation and sent Taibai Jinxing with honorary titles and treasures to placate the Dragon Clan. 71
The court’s position deteriorated further after Marshal Tian Peng was crippled and cast into the mortal realm. Although Haotian sought another military response, a Saint’s edict prevented him from acting, deepening distrust among the gods and weakening internal unity. 88
Failed Recruitment and Internal Defections
After Qin Feng established the Goddess Immortal Alliance, the Jade Emperor recognized it as a direct threat to Heavenly Court destiny and sent Taibai Jinxing as a Pacification Envoy to recruit him. 104 Qin Feng rejected the offer, mocked the proposed post as another “Bimawen” humiliation, and sent Taibai Jinxing back to Heaven through a spatial divine ability. 105 106
The court then pursued Yao Ji under Heavenly Law and deployed the Hundred Thousand Heavenly River Navy under Li Jing and Nezha. Qin Feng protected Yao Ji and Yang Tianyou, forced the army to kneel beneath the pressure of his Chaos Undying Body, and defeated both commanders. 111 115 116 Yao Ji subsequently joined the Goddess Immortal Alliance, separating herself from the rigid rules of the Heavenly Court. 121
Princess Longji’s eventual departure dealt another blow to the court. By severing her karma with the Heavenly Court and joining the Immortal Alliance, she transferred immense destiny away from her former faction; the Alliance’s Destiny Golden Dragon evolved into a five-clawed purple-gold dragon capable of contending with the Heavenly Court. 148
Loss of Legitimacy
At the Jade Pond Grand Gathering, Qin Feng entered through a Chaos Bridge alongside Yao Ji, Chang’e, Shi Ji, and Longji. The party’s arrival openly displayed the loss of the Jade Emperor’s sister and daughter, while the Heavenly Court’s guards and immortals were too intimidated to interfere. 132
The gathering ended in public humiliation for Haotian and the Queen Mother. News spread through the Three Realms, turning the Heavenly Court into a target of ridicule and visibly weakening its Destiny Golden Dragon, while the Goddess Immortal Alliance’s destiny rapidly expanded. 143 145
Abolition and Reformation
After Qin Feng stripped Hongjun of Heavenly Dao authority and became the new controller of the Heavenly Dao, he announced that the old system—under which the Heavenly Court governed while Saints supervised—would be abolished. 425 433
Haotian later found the Grand Pure Palace abandoned and powerless. After waiting seven days outside Golden Ao Island, he prostrated himself before Qin Feng and begged that the Heavenly Court’s structure be preserved. 456 The Queen Mother argued that the institution should remain to manage the Three Realms, but that its existing ruler was unworthy. 457
The court was ultimately retained under new leadership. Qin Chuangshi was enthroned as the new Jade Emperor, while Haotian lost his powers, became Supreme Emperor, and was forbidden from interfering in state affairs. 459
Policies under the New Heavenly Court
- The Heavenly Gate was reopened to all beings who could pass its test, regardless of whether they were human, demon, plant, or another race. 459
- Official positions shifted away from the old emphasis on background, origin, and factional ties. 459
- Talent and virtue became the stated standards for service in the Heavenly Court. 459
- The reform was received as a new meritocratic era by groups previously excluded from the Heavenly Court system. 459

Trivia
- The Heavenly Court’s former authority was closely tied to dignity, legitimacy, and destiny rather than military force alone. Its loss of public respect directly weakened its Destiny Golden Dragon. 145
- During the old regime’s decline, Haotian could no longer command even a sweeping Fairy Maiden in the deserted Grand Pure Palace. 456
- Qin Feng’s early suggestion that troublesome opponents could be assigned to fill vacant Heavenly Court positions foreshadowed the institution’s later survival as a restructured administrative body. 371 457
