Once all the management-type AI machines had been manufactured in the world of The Three-Body Problem and converted into administrator mechanical bodies by Zero, they could spread throughout the universe to manage every kind of life. Under New Krypton's administration, the entire universe would have standardized transport, writing, conduct, territorial divisions, measurements, and currency, with all power in the universe concentrated in the hands of the Emperor of New Krypton.
