Although He-El did not know why Darkseid's true body, at that level, had only invested a trace of its power rather than fully controlling every universe and turning them all into his possessions.
Darkseid had come to this universe with a mission from his true body. His strength meant he had no need to care about eyes beyond the universe.
The Olympian Gods and Father Izaya were likewise only traces of avatars cast down by their true bodies. Both yearned for He-El's help to become truly independent living beings. They could not easily enter the universe.
Strictly speaking, so long as those outsiders did not invest power greater than the universe itself, He-El's strength within this universe stood alone at the very top.
