He had heard it from Turtle, who had heard it from one of his friends.
Near Turtle Island, there was an armed group with powerful firepower. They were somewhat lawless, sometimes testing missiles on uninhabited islands and bombing everything indiscriminately.
Once, they accidentally blasted Turtle's friend into the sea. Fortunately, Turtle's friend ran fast enough, or he would have ended up as roasted turtle. Turtle's friend moved away immediately afterward, but told Turtle about it before leaving.
Turtle later mentioned it while chatting with Master Roshi, and only then did Turtle learn that the armed group was a branch of the Red Ribbon Army.
