Sokovia.
Sokovia was a landlocked Eastern European nation. It had once been a small, mountainous, impoverished, and unstable country bordering Slovakia and the Czech Republic.
A massive research institute.
After World War II, Hydra members had hidden within the country and established secret bases. Hydra's remaining forces built an underground compound in Sokovia, while their agents still disguised themselves as loyal S.H.I.E.L.D. agents. After eliminating S.H.I.E.L.D.'s Hydra agents, Nick Fury began dealing with Hydra in Sokovia. After taking over Hydra's research, he often transferred the Mind Scepter here, hiding it in the underground compound beneath the Sokovia Research Institute for study.
On the surface, this was an ordinary energy research institute, but underground, Nick Fury used the Mind Scepter to conduct experiments on awakening psychic superpowers in humans.
Unfortunately, even after using numerous death row prisoners, Nick Fury had produced only two enhanced individuals: one who could store electricity in his body and another who could generate heat.

In the containment room, the incandescent light overhead shone brightly.
Kaecilius's skin was deathly pale. His dark eye sockets seemed like whirlpools that drew people in, while the strange, dark markings on his face had begun spreading down his neck.
He was tightly strapped to the table, unconscious with his eyes closed.
"Are you sure he can be used by us? Do you have a way to make him act according to our plan?" Nick Fury stood to one side, glanced at Kaecilius, then looked toward Stephen Strange beside him.
"No problem. I've forcibly used certain forbidden flesh and mental control spells to control Kaecilius. He has no consciousness." Stephen Strange lowered his hands from before his chest, slowly exhaled, and said,
