Background / History
Nagumo began in Class B and led his class to Class A by the end of his first year, overtaking the class represented by Kiriyama. Manabu Horikita recognized this achievement and recruited him as Student Council Vice President 454.
His rise depended on coordinating students across class boundaries. The four class representatives in his grade negotiated exam strategies together, allowing them to extract large rewards from the school. Nagumo also received fixed private-point payments from individual students and classes 39 161.
Within the Student Council, Nagumo bought members' support. Horikita brought Kiriyama into the council as a counterweight, but Kiriyama eventually fell under Nagumo's influence as well. Akane Tachibana remained firmly aligned with Horikita 57 355.

| Appointed Vice President | 454 | Recruited by Horikita at the end of his first year after leading Class B to Class A; described retrospectively. |
| Introduced as Vice President | 28 | Identifies himself as both Class 2-A's representative and Student Council Vice President. |
| Demoted to accountant / treasurer | 57 | The vice-presidential position is abolished, reducing his formal authority despite his supporters within the council. |
| Retains influence through Kiriyama | 355 | Occupies the vice president's seat while Kiriyama sits at the treasurer's desk. |
| Removed from council membership | 380 454 | Continues commanding Kiriyama and representing the second years without holding a council position. |
| Reappointed Vice President | 459 | Supports Sakayanagi's election in exchange for restoration to the position. |
| Expelled for misconduct | 460 461 | Sakayanagi removes him immediately after the presidential handover. |
Appearance
- Short blond hair and a handsome face 57 459.
- A normally cheerful expression accompanied by a disdainful look in his eyes 57.
- Appears particularly energetic while wearing the Soccer Club uniform 230.
- His expression becomes visibly strained or angry when his position or finances are threatened 57 70 666.
Personality
Nagumo is ambitious, calculating, and strongly attracted to institutional power. He wants the Student Council presidency to secure his standing, and he also intends to graduate with substantial wealth. When Horikita refuses to nominate him, Nagumo decides to obtain the position through pressure rather than acceptance 39 328 392.
He treats attractive girls as both romantic prospects and potential assets. He pursues younger students despite Asahina's objections to his interest in multiple girls, and later considers making Hiyori Shiina both an informant and a backup girlfriend. He is skeptical that friendship alone explains Oreki's relationships with girls 28 319 536.
His respect for Manabu Horikita is genuine, even though their principles conflict. Nagumo wants to surpass him and acknowledges the difficulty of leading a class whose other members cannot match its representative. Horikita, however, condemns the harm caused by Nagumo's preferred methods 379 459 460.
Nagumo can exercise patience, but he resents humiliation and retaliates against those who defeat him. After the Training Camp Exam, Asahina identifies his limited generosity of spirit as the reason he cannot accept Oreki and Sakayanagi's interference. Later setbacks make him more cautious: he declines to involve himself in Oreki's shop meeting and pays heavily to prevent interference during the island exam 411 495 538.

Exam Strategy and Point Farming

- Akane Tachibana — Horikita's loyal supporter and an opponent of Nagumo. She remains hostile because his exam interference costs the third-year Class A students money 57 459.
- Fuuka Kiryuin — Talented student whose unpredictability threatens his control. He opposes her return to Class A and has Kiriyama interfere with her Sports Festival performance 664 666 667.
Story Role / Major Arcs
Shop Dispute and Five-Million-Point Bet
- Introduces himself while checking shop accounts and takes an interest in Oreki's business proposals and female companions 28.
- Oreki confronts his pursuit of younger girls and withholds Suzune's surname to discourage further attention 29 30.
- Bets that Oreki cannot earn 5 million points in three days; failure would bar Oreki from joining the Student Council for that year 39 40.
- Attempts to undermine Oreki's reputation by publicizing the wager among his classmates, but the girls support Oreki instead 40.
Exam-Leak Trap
Oreki threatens an exam-paper leak, forcing Nagumo to weigh his finances against his control of the second years and prospects for the presidency. Nagumo pays, expecting the resulting crisis to damage Horikita. The supposed leaked papers turn out to be old practice questions; Oreki returns Horikita's money but keeps Nagumo's payment 69 70.
Ichinose Rumors and Compensation
Nagumo's attempt to weaponize Ichinose's wealth includes a report falsely bearing Sakayanagi's name. Sakayanagi confronts him with the report and surveillance evidence, rejecting his claim that Ichinose needs to be “broken” to overcome her past. She receives 10 million points, after which Ichinose separately demands 5 million 366 367.
Training Camp Challenge
Nagumo challenges Horikita to a supposedly fair group contest and offers to stop assisting Class 3-B. His wider plan targets Class 3-A's girls' groups, using the resulting class-ranking pressure to force Horikita to nominate him. Oreki and Sakayanagi anticipate the scheme; Class 3-A's girls' groups instead finish first and second 379 392 394 396.
Presidential Election and Immediate Removal
Nagumo hedges his position between Kiriyama, Sakayanagi, and Oreki. He considers buying Kiriyama's cooperation for 20 million points, but ultimately supplies the second-year votes to Sakayanagi in exchange for the vice presidency. She wins 346 votes to 64, appoints him, and then removes him for misconduct immediately after taking office 440 454 459 460 461.
Later Island Exam and Sports Festival
After losing his council seat, Nagumo seeks new informants and negotiates with Oreki over the island exam. He offers Kiriyama 10 million points for loyalty and pays Oreki 11 million to prevent Class 2-A's interference. Later, with his own Class A increasingly secure, he manipulates Sports Festival results to support Asahina and Kiriyama while keeping Kiryuin from advancing 536 538 574 666 667.
