Godhood was not something one could earn merely by possessing divine power and great strength, gaining the reverence or even recognition of the world. Besides being praised and celebrated for millennia, tens of millennia, or even longer, there was something even more indispensable.
That was ideology!!
The explanation was actually quite simple. It was nothing more than the thoughts, views, concepts, and laws people—or gods—used to interpret phenomena and summarize things through language. This was called ideology.
For example, the Tiangong Order of the Old Angel King Hua Que. Though he was not a god, as the ruler of a civilization, the order he promulgated was also a form of ideology.
Then there was the new order Kesha used to govern the entirely new Angel Civilization, known as the Justice Order. After the remnants of Tiangong had been completely eradicated several thousand years ago, she proposed it. He Xi supported it unconditionally, while Liang Bing opposed it. In the end, it was established by a two-to-one vote.
Its main purpose was to protect the weak from oppression by the strong, preserve peace and stability in the universe, and use force to impose order upon a chaotic and lawless cosmos.
In other words, as an advanced civilization, the angels would provide an umbrella of protection to the weaker Subordinate Civilizations loyal to them, shielding them from harm by other civilizations. In return, those weaker Subordinate Civilizations had to obey unconditionally, believe in the angels, and spread their praises.
As for those highly aggressive civilizations, the obedient ones could be approached politely to discuss their development. The disobedient ones would simply be beaten until they submitted.
