The Beast Body Civilization did not consist of only the Triangular Body. There were others that were relatively friendly toward God River Bodies, and naturally, they could not wage a war of extermination against them, because that would affect the balance of the universe.
The Triangular Body, however, was different. Their threat was immense. For the sake of all God River Body life in the universe, as well as Beast Body Civilizations living on land, the upper ranks of the God River Civilization had considered wiping out the Triangular Body in one fell swoop.
