During the Old Tiangong Era, the Military Administration Department, one of the Six Great Institutions, was jointly managed by the Tiangong's left and right wing kings, Miller and He Zheng.

By sharing Kesha's Data Vault, slightly higher-ranking Little Angels wielding Flame Swords were fully capable of joining forces in pairs or trios to launch Flame Bombardment.
Forming groups of three and coordinating closely, their combat power far surpassed that of the Male Angels of the old era.
