History

The Black Tower was established as the governing nexus of a growing network of worlds. As more worlds connected to it, its upper ranks determined that abnormal individuals had to be removed promptly to preserve system-wide stability; these entities became known as Uncontrolled Ones 1772.

Its visible role was first explained to Han Dong after he killed the escaped Uncontrolled One Pennywise. The Clock Master identified the Black Tower as a world supervisor and transfer hub that monitors Destiny Spaces, apprehends destabilizing entities, and grants recognized participants priority access to exchanges, settlements, and world-travel permissions 868.

As the Black Tower's network expanded, it developed two-way channels with large-scale worlds, recruited talents from Primordial Worlds, and used Destiny Events as a controlled growth system 1340 1455. It also organized the London City multi-world invasion to reassess the strength of S-01, maintaining a balance of intervention rather than committing to an unrestricted assault 1340 1450.

The later Loss of Control crisis within the B.B.C. forced the Black Tower to consider stripping its own Control Bureau from the Origin World.
