Background / History
Merkel was initially the Linshui City Garrison's deputy captain and a lieutenant colonel in the Imperial Army. The aging, unhealthy Garrison Captain was expected to retire within a few years, making Merkel the leading candidate for succession. His fellow deputy captain was a Linshui local and was considered unlikely to inherit the post. 11
