Judging by the lightning the deceased man in the tricorne had wielded, the tentacles growing from his body, and the oppressive feeling he had given them, it was easy to guess that Tyrant represented the Sailor pathway—the complete potion pathway possessed by the Church of Storms.
No wonder Isengard, that private detective in Backlund, privately called the Mandated Punishers and the Church of Storms' fanatics "tyrants." It certainly fits how they operate.
