Government

World Authority

Zai Jiu distinguishes between three forms of world leadership 905 910.

Position Relationship to the world Appointment and authority
Leader Shares the world’s glory and disgrace. Zai Jiu can directly confer the title. A surviving Leader can preserve hope of rebuilding a shattered world.
Lord Shares the world’s life and death. Requires a vote by the world’s living beings.
Arbiter Holds authority above the world itself. Controls the server’s game-related administration, subject to specific limits. Zai Jiu cannot simply reclaim the authority it surrendered.

Arbiter Powers and Conditions

  • Highest server authority: Yu Xunge can administer game events and rules, but cannot alter player data 910.
  • Rule votes: She may initiate a vote at any time; approval exceeding 20% establishes the proposed rule 910.
  • Interpretation: All rights of interpretation concerning Zai Jiu belong to her 910.
  • Shared rewards: Honor she earns produces five times Zai Jiu’s former rewards 910.
  • One-way survival bond: Severe injury to her causes calamities in Zai Jiu. Her complete death permanently shatters the world, but damage to or destruction of Zai Jiu does not harm her 910.
  • Founding vote: Every adult Jiu-Human held a single veto. The vote passed unanimously with zero opposition; fewer than 1.6 billion people, including resurrected Heroic Spirits, remained in the world 910 911.
  • Later review: The Order Clock initiates a second vote on whether she should remain Arbiter. Players rush to support her because they fear she might leave 1361.

Administration and Policy

  • Zhao Shuying handles world affairs on the Arbiter’s behalf. Her Councilor position includes its own skills, two attribute points per day, and a monthly skill blind box of at least B-rank. She leaves Dinghai to avoid factional ties 985.
  • Centralized decisions: City rebuilding, key-resource allocation, deployment of unusual talents, and disputes between legions are submitted to the Arbiter 999.
  • Right to revenge: Recruiting former enemies does not require residents to forgive them. Yu Xunge expressly preserves players’ freedom to hate and seek revenge against Moon Foxes and Oak Owls 1051.
  • Sky Crab agreement: Xie Xie offers ocean development and nest-based teleportation points. The proposed treaty forbids arbitrary mutual hunting, marks unauthorized killers as Hunters, and preserves the Sky Crabs’ right to avenge their dead 1051.
  • Mascot liability: The Sky Crab Race must compensate players who suffer unbearable harm from Sea Cub’s blessings 1051.

Background / History

Destruction in the Previous Timeline

In the previous timeline, Zai Jiu perished during the fifth year of the Game Invasion. Its shattered remains merged into Zelan, and surviving humans became monsters. A witness from that timeline had never heard of Zai Jiu Xunge or the announcements of human evolution, but knew Yu Xunge as Undead Wildfire, Hechipa’s student 754.

The world’s sigh from that timeline mourned not a lack of talent, but a late entry into the game and enemies too powerful to overcome in time. It remembered Yu Zhaohai, Zhao Shuying, Yu Xunhuan, Su Yitong, Liang Yuchuan, and numerous ambitious legion commanders. Seeing an undead take away the dead woman who would become Undead Wildfire convinced it that its people stranded in Zelan had no future 1446.

Yu Xunge’s Rise

Early in Yu Xunge’s World Battlefield career, she was the only Zai Jiu player known to have entered it. Her growing reputation made the world’s name increasingly recognizable beyond its borders 466 586.

Yu Xunge initially wanted to become Zai Jiu’s spiritual leader rather than manage armies, factions, and political strategy. Her intention was to stand above political power through personal strength, ensuring the world retained hope while she remained alive 470.

Zelan’s Invasion and the Arbiter Vote

Zelan invaded early because Yu Xunge’s growth had become a threat. During her absence, Tulan, B, and Zai Jiu’s players defended the world. When the 14th-Tier Abyss powerhouse Rayan arrived, Tulan refused an opportunity to retreat to Dragon Island and charged him instead 899 904.

Yu Xunge returned, intercepted Rayan, and moved between the three war zones. She restored fallen defenders as Heroic Spirits and obtained equipment and a clone skill to cover the fronts 900 903.

Bone Shadow offered peace if Zai Jiu abandoned its world and merged into Zelan. Humanity would become Zelan’s thirteenth holy race and receive three main cities. Yu Xunge instead continued fighting, eventually enduring forty-eight hours against twenty-four rotating Zelan leaders 905 910.

Throughout the battle, Zai Jiu repeatedly asked her to become its Leader or Lord. She refused to bind her future through either title, despite being willing to fight to the end. Near her collapse, Zai Jiu offered the asymmetric Arbiter arrangement, surrendering its authority without making its destruction fatal to her. The unanimous vote established her as Arbiter 909 910 911.

New Residents and Contingency Plans

Mistblade, Song Gui, and Xie Xie joined with their followers or kin and became Leaders. Sea Cub became the mascot, while Zhao Shuying and Dinghai were left to negotiate the details of cooperation 1051.

Yu Xunge also sought an emergency refuge in Isolated Island. She offered World Battlefield access resources and Tombs of the World in return for accepting some Zai Jiu players if the world fell, while admitting she would probably remain behind 1058.

Departure from the War Sequence

While recording the world’s regrets, Yu Xunge chose Silent Traveler rather than a path built around invading other worlds. She wanted neither conquest nor a future in which Zai Jiu’s players lived in fear 1089.

She subsequently dragged Zai Jiu outside the sequence. Dawn Cicada tested its protection with a War Skill, which bounced off a transparent shield. Inside Zai Jiu, urgent announcements ordered players out of instances; the world offered emergency extraction at a cost of half the experience accumulated toward their current level 1106 1107.

Zai Jiu then announced its departure from the War Sequence. Its inhabitants could remain outside the invasion cycle, while players seeking adventure were promised further opportunities 1107.

Sanctuary and Interworld Cooperation

World Leaders soon began asking what Zai Jiu would charge to accept settlers. Actual transfers remained difficult because unrestricted travel skills were rare and mass relocation through ordinary special skills was not practical 1113.

Yu Xunge agreed to accept five hundred Yuguo and homeless peoples whose entire race numbered no more than one hundred. She also sold settlement rights and records of civilizations to other worlds. Selected Zai Jiu players received opportunities to level in allied worlds; humans received 70% of those places, with Moon Foxes, Oak Owls, and Sky Crabs sharing the rest 1121.

Before the second Pendulum Impact, 171 World Leaders requested shelter. The Godly Game created a Sanctuary Application section, listing Zai Jiu first and charging the highest Honor Point price for applications. Despite this prominence, the game warned that it was not optimistic about the world’s future and identified Yu Xunge as the deciding factor 1181.

Yu Xunge later secured invasion reparations from Zelan and Dawn. Zelan agreed to pay 100 million Honor Points; she directed most of the reparations toward Zhao Shuying, Yan Tu, and Zai Jiu’s defenses, retaining ten million for emergencies 1188.

Dawn’s Destruction

Dawn Cicada proposed moving her population through Zelan and into Zai Jiu, with cookie transformation as a fallback for those who could not otherwise transfer. Yu Xunge refused unrestricted direct admission of Dawn’s other races and warned that Dawn and Zelan could be cut loose if they became burdens during the fourth Bell Toll 1276.

When Zai Jiu’s invasion of Dawn proceeded, Dawn’s population expected to relocate to Zai Jiu after their world shattered. That hope helped sustain Dawn’s condition, making it harder to destroy. Yu Xunge ultimately depleted its health, advancing Zai Jiu to six stars and bringing Dawn’s people into it 1283.

Later Events

Roughly a century after the renewed Arbiter vote, Zhao Shuying asked Yu Xunge to take her along whether or not she took Zai Jiu. When challenged about her own priorities, the world answered by invoking its adopted name, Xunge Zai Jiu 1397.

During the Arbiter Game, Yu Xunge unlocked all the prisons by Day 28 and gathered players while preparing to transform the remaining prisons into worlds. Before transforming Zai Jiu, she recalled the sigh inherited from Undead Wildfire’s timeline and explained what it had mourned 1446.

World Consciousness

Zai Jiu communicates privately with Yu Xunge and broadcasts announcements to its inhabitants. It knows stories erased through time reversal, including Zhao Shuying’s earlier decision to side with Black Jade before Yu Xunge rewound events 590 1397.

Its attachment to Yu Xunge develops from an effort to secure her loyalty into a willingness to surrender control. During the invasion, it finally recognizes that demanding promises will not win her affection. It takes advice from Tulan, adopts the names “Xunge Zaijiu” and “Little Jiu,” and continues asking whether Yu Xunge has come to like it 910 911 1361.

Its enthusiasm also appears in its announcements and voting interface. During the founding Arbiter vote, it adds fireworks to Agree and poison effects to Oppose, although it cannot compel anyone’s choice 911.

“Zai Jiu Xunge, from now on, Zaijiu is your Zaijiu. You can call me Xunge Zaijiu, or you can call me Little Jiu.” 911

Abilities and World Mechanics

Evolution and Blessings

Zai Jiu can distribute world announcements, Honor Points, and population-wide benefits linked to Yu Xunge’s achievements 419 586 983.

  • Tombs of the World invested through My World increase its Evolution Progress 482.
  • Its preferred Tombs include mahjong-style pieces; Yu Xunge obtains nine needed pieces from slain leaders’ rewards 1000.
  • Repeated evolution eventually makes many sealed instances manageable and leaves players short of Instance Barriers rather than threatened by them 987.

World Condition and Advancement

A world’s condition depends partly on its inhabitants and those who lead it 1283.

  • Population deaths, psychological collapse, defeated leaders, hope, and despair affect world health and status 1283.
  • Yu Xunge’s reputation and combat ranking provide positive bonuses to Zai Jiu 1283.
  • Annexing another server can raise world star tier and unlock higher player level caps. Before further advancement, Zai Jiu’s apparent cap is level 40 989.

Silent Traveler

Silent Traveler is a four-star Star Sea Skill activated by Yu Xunge 1106.

  • While her world is not invading another world, War Skills and World Skills cannot affect her or the planet.
  • Dawn Cicada’s attack verifies that its protection still functions after Zai Jiu is pulled outside the sequence.

Relocation and Miniaturization

Yu Xunge can take Zai Jiu with her rather than leave it fixed at its original location 1110 1116.

  • Set Sail Before the Sigh makes it automatically follow the Arbiter; while she is aboard Cat’s Ideal, it floats behind the ship without requiring a Lightning Chain or Player Relic connection 1110.
  • She can shrink it to apple size and carry it in a pocket, but doing so reduces her Agility to 1. Teleportation remains usable 1116.
  • On entering Isolated Island, the world returns to full size and its surrounding star smoke disperses, exposing it to sunlight again 1119.
  • It later appears circling Yu Xunge in flight and vanishes when she leaves 1369.

Shared World Health

Mistblade’s Never-Melting Winter offers an additional defensive mechanism 1119.

  • Snow falls throughout the world.
  • Living beings touched by a snowflake have their HP linked to the world.
  • Zai Jiu can consequently share a single health bar equal to the combined HP of its living inhabitants.

Notable Residents and Associates

  • Yu Xunge — Arbiter and principal defender; her complete death would permanently destroy Zai Jiu, while its destruction would not kill her 910 911.
  • Tulan — Ice Dragon defender who refuses Rayan’s retreat offer; also advises the world on approaching Yu Xunge 899 911.
  • B — Yu Xunge’s Mechanical Race contractor and a defender during Zelan’s invasion 586 899.

  • Xie Xie — Sky Crab Leader who negotiates ocean development, coexistence terms, and Sea Cub’s mascot appointment 1051.
  • Yan Tu / Smoke Disciple — City Lord involved in city design; later holds a substantial position within Zai Jiu 1058 1376.
  • Y128 — Mechanical Race member who joins Zai Jiu’s Research Department 1058.
  • Sea Cub / Little Seahorse — Mascot whose blessings have a chance to come true. Its first reported target is Yan Tu, whom it loudly urges to defy her family seventy-three times after a dispute over her car 1051 1058.
