Background / History

Soul Society was founded by the Five Great Noble Clans, whose first-generation heads used the Soul King’s power to divide the original unified world into separate realms for humans, Shinigami, and Hollows. The Soul King was subsequently sealed as the stabilizing point of the Three Realms. 2 450

Its oldest noble houses retain exceptional influence through inherited spiritual power, elite education, long lifespans, historical ties to the royal bloodline, and entrenched positions in institutions such as the Gotei 13 and Central 46. The Four Great Noble Clans are regarded as higher in status than the Captain-Commander, while the Central 46 and Five Great Noble Clans restrain one another politically. 2

The Gotei 13, Central 46, and Royal Family were originally established to preserve the balance of souls across the four worlds, rather than to govern the welfare of Soul Society’s residents. This left Rukongai—particularly its distant districts—poorly protected and deeply unequal. 374

Noble Clans

Noble Corruption and Early Conflict

Noble tax increases burdened commoners while the Gotei 13’s budget was reduced under the claim that it obstructed peaceful development. 26 Asano Kiyoshi’s early persecution by the Tsunayashiro Family was characterized as a political struggle for benefit within the balance among nobles, the Central 46, and the Captain-Commander. 2

Exposure of Bakuyō Sword Crimes

Asano Kiyoshi revealed that Bakuyō Swords required the souls of Shinigami and civilians to create. He extracted Yoshida Tomoya’s core before the public, releasing hundreds of trapped Soul Bodies and exposing the use of thirteen Shinigami souls and more than three hundred civilian souls in that core alone. 226

Institutional Reforms

Asano Kiyoshi’s reforms modernized Soul Society, expanded Gotei 13 influence, and brought greater public transparency. The newspaper he established reported on a noble tax scandal, while his systems transformed public infrastructure and reduced crime. 343 374

Tsunayashiro Rebellion

The Tsunayashiro Clan launched a major rebellion, using its Zanpakuto to spread chaos while powerful Reiatsu prevented Captains from intervening. 394 Asano Kiyoshi defeated Tsunayashiro Sosuke using Ten Questions of Yama—Ninth Question—Avici Hell, ending the clan’s rebellion; the battle was broadcast throughout Soul Society and prompted celebrations in Rukongai. 397

Post-Rebellion Power Shift

Following the rebellion, noble political influence declined sharply. Supportive houses such as the Kuchiki and Shihoin Clans were not purged, but their powers over residents, education, Zanpakuto, and private armies were reduced. Two-thirds of the rebellious nobles’ wealth was redistributed to compliant noble families, while the Gotei 13 received a smaller share for operational expenses. 406

Cooperation with Hueco Mundo

Asano Kiyoshi pursued long-term cooperation between Soul Society and Hueco Mundo to reduce deaths and enable development. Hueco Mundo later participated in post-war rebuilding and received Soul Society support. 326 406
