Background and Mission

Following Apocalypse Day, the collapse of Earth's ecosystem, depletion of resources, and disintegration of the original Federal Government led representatives of the nine continents to sign the Civilization Spark Accord. This accord reorganized the surviving political structure into the Phoenix Association, an intercontinental government dedicated to humanity's survival. 308

Its governing ideal is described as “burning one's own body as fuel to illuminate the eternal night.” The Association's highest principle is the survival of human civilization; its departments may pursue different research paths, but are expected to cooperate toward that goal. 308 260

Unlike a stationary refuge, the Phoenix Association operates as a globally mobile relief network. It supports scattered survivor groups with intelligence, resources, defensive coordination, and evacuation assistance rather than requiring every member to abandon their own vehicles or convoys. 257 267

By the time of the Xilan ability-testing program, the Association had recorded more than 300,000 ability users globally and maintained a Night Walkers membership of roughly 40,000. 278

Organization and Command

Phoenix Committee

The Phoenix Committee, formed by one Spark Council Member elected from each of the nine continents, is the Association's highest decision-making body. A supreme leader oversees resource allocation, apocalypse control, and technological research and development; the Star Army falls under the Committee's jurisdiction. 308

Ye Lan, also known as Professor Ye, serves as the Phoenix Association's commander and is involved in its major strategic decisions. Before Apocalypse Day, she was a micro-particle physics professor and chaired the Federal Committee for the Promotion of Science and Technology. 388 412

Night Walkers Organization

Star Army and Emperor Project

Cooperation With Independent Convoys

Joining the Phoenix Association does not inherently require a convoy to disband or surrender its vehicles. Land-based survivor groups remain independent mobile communities while gaining access to collective intelligence, resources, and defensive strength. 257

Recognized cooperative teams are treated as trustworthy partners rather than direct subordinates. The Association generally does not issue them direct commands; when it requests assistance or commissions work, it provides compensation where possible. 268

Crimson Phoenix Token

The Crimson Phoenix Token is issued to external cooperative teams as both identification and a communications device. Teams carrying one are recognized by Phoenix Association units as trustworthy partners or peer organizations. 268

Xilan Outreach and City Forging Plan

Phoenix Association reinforcements rescued the joint train near Xilan City after Lin Xian's Gravity Lens served as a beacon through the blizzard. 267

At Xilan, the Association distributed Crimson Phoenix Tokens, conducted large-scale ability assessments, shared ability research, and organized survivor convoys for the city's evacuation and defense. 268 274 278

Following catastrophic losses at the Battles of Colorado and Hako, including attacks on Dawn Center and Noah, Ye Lan tasked Lin Xian with leading rail forces and remaining continental survivors through the Scarlet toward Storm Strait. 530
