Background and Mission
Following Apocalypse Day, the collapse of Earth's ecosystem, depletion of resources, and disintegration of the original Federal Government led representatives of the nine continents to sign the Civilization Spark Accord. This accord reorganized the surviving political structure into the Phoenix Association, an intercontinental government dedicated to humanity's survival. 308
Its governing ideal is described as “burning one's own body as fuel to illuminate the eternal night.” The Association's highest principle is the survival of human civilization; its departments may pursue different research paths, but are expected to cooperate toward that goal. 308 260
Unlike a stationary refuge, the Phoenix Association operates as a globally mobile relief network. It supports scattered survivor groups with intelligence, resources, defensive coordination, and evacuation assistance rather than requiring every member to abandon their own vehicles or convoys. 257 267
By the time of the Xilan ability-testing program, the Association had recorded more than 300,000 ability users globally and maintained a Night Walkers membership of roughly 40,000. 278
Organization and Command
Phoenix Committee
The Phoenix Committee, formed by one Spark Council Member elected from each of the nine continents, is the Association's highest decision-making body.
