Young Sarutobi Hiruzen had a good idea.
Even Tobirama Senju had to admit that Sarutobi Hiruzen's approach was far more open and honorable than Shimura Danzo's.
When Sarutobi Hiruzen voiced his idea, everyone in the tent approved of it. At the very least, Konoha stood on the side of peace.
And this did not count as taking advantage of Lord Shirou. Everyone in Konoha knew that Lord Shirou was a pacifist. He surely wished to see the Shinobi World War brought to an end, to see no more people die because of war.
"Come to think of it—"
Akimichi Torifu, a member of the Hokage Guard Platoon, looked curious. His chubby face creased like a steamed bun. "What favor did Hidden Stone Village owe Lord Shirou in the first place?"
"His overflowing sympathy acted up, that's all—"
Young Danzo sounded somewhat displeased, as though he disliked bringing up those old events. "When Hidden Stone Village first tried to seal the Four Tails, it caused the tailed beast to go berserk. Quite a few people were killed or injured—"
"Lord Shirou treated the wounded?"
Young Danzo nodded, his dissatisfaction obvious. "Had I known this would happen, we never should have agreed to save them in the first place." ...Hmph. That was merely something he said in anger.
The ones who had come begging for help back then were the current Second Tsuchikage Mu and his short, squat disciple. Danzo could not possibly have influenced Shirou Emiya's decision.
"Then we'll proceed with Hiruzen's idea for now."
Tobirama Senju personally wrote a letter, hoping Shirou Emiya would step forward to mediate the war between Konoha and Hidden Stone Village.
As a pacifist, Shirou Emiya certainly would not refuse such a proposal. Most likely, he would gladly agree and come in person.
"Lord Hokage!"
