Power Progression

The entries below track collective strength and specific units, not a single cultivation realm shared by every member.

Stage / Realm / Level Chapter Notes
Weak average strength; shallow foundation 262 After slightly more than a year of existence, the group remains comparatively weak. Its deterrent includes the ability to create hundreds of pseudo Fifth Awakeners for suicidal attacks.
Heavily equipped elite squad 316 Wang Ye supplies supernatural items to a large squad placed under his care. Its personnel, equipment, and overall quality make it arguably the strongest publicly visible Heaven Group unit.
God-blood strengthening of investigators 744 745 Investigators entering God Burying City absorb energy-rich blood from slain gods. Chang Er also releases stored energy to support their development.
Bodhisattva-level combatants become relatively common 908 Six months of accelerated development brings a major increase in strength. The process concentrates human talent but consumes enormous resources, damages potential, and costs countless lives.
Returning investigator teams can defeat an Arhat 945 Fewer investigators return to God Burying City at year’s end, but their strength has improved enough for a team to defeat an Arhat head-on at a cost.

Background and Founding

The organization’s origins lie in a ghost attack on the village shared by Li Xinghe and Zhang Ziliang. Li Xinghe’s teacher saved the village, left Zhang Ziliang the Sword Cultivation Technique, and entrusted Li Xinghe with leadership of the Heaven Group 828.

Sun Qian initially describes the group as a government institution established after Eternal Night revived supernatural horrors. The later founding account reveals the personal efforts behind that institution: Zhang Ziliang organized it through difficult compromises, while Li Xinghe served as its public leader 9 828.

Early compromises left vested-interest factions among the senior ranks. Some officials placed their children in Logistics while retaining comfortable positions themselves. Once the organization stabilized, Zhang Ziliang removed these interests one by one, accepting a reputation for corruption and brutality rather than public recognition as its founder 828 829.

Elite Teams and the Light Ranking

  • Shadow — An elite team intended to concentrate outstanding talent and operate as the Heaven Group’s hidden fighting force. Its captain is Li Hongtian, the first-ranked member of the Light Ranking 220 222.
  • Ghost Messenger — Wang Ye’s independently organized team. Although he retains freedom to choose trusted members, the Heaven Group formally grants it authority equal to Shadow 222.
  • Captain privileges — Ghost Messenger’s captain receives departmental-level treatment and voting rights at senior meetings; the captain’s and members’ identities are initially confidential 222.
  • Light Ranking benefits — Ranked ability users receive priority Awakening opportunities and resources. Higher positions also bring nomination rights for appointments such as Squad A captains and city-level Heaven Group heads 222.

Recruitment and Assessment

  • Behavior-based recruitment — Sun Qian approaches Wang Ye because of his composure during a school supernatural incident. Investigators later recruit civilians who perform well during staged supernatural emergencies 9 231.
  • Entry assessment — Wang Ye completes a ghost-finding and suppression test in eighteen minutes, receives an A-Class rating, and is assigned as Zhou Han’s dedicated Logistics operator 11.
  • Controlled supernatural tools — The early assessment uses a deliberately weakened ghost. Wang Ye later recognizes that its flashlight incorporates a ghost’s eyeball 119.
  • Personnel records — Zhang Ziliang keeps detailed evaluations of ability users, including personality, intelligence, and reactions under pressure 560.
  • Illusion assessment — Five hundred ability users undergo a test modified by Wang Ye to remove their memories, leaving their underlying personality and judgment to determine their responses 560.
  • God Burying City admission — Investigators must pass an illusion formation before entering the city. Many proceed despite visible distress among the candidates ahead of them 743.

Functions and Resources

Supernatural Response and Civilian Protection

  • Incident suppression — Handling supernatural events is one of the group’s original duties. Unpredictable outbreaks inside inhabited cities remain especially difficult because they can occur without warning 9 738.
  • Ability-user oversight — The group monitors awakened individuals to prevent abuses arising from their new powers 9.
  • Public survival education — Common supernatural scenarios and their solutions are widely publicized, although Zhang Ziliang finds that many civilians still depend entirely on official rescue 230.
  • Emergency control — Before the Third Awakening of Eternal Night, ability users order citizens indoors under martial law 630.
  • Urban services — Executives offer doctors, nurses, utilities, transport, and railway connections to support the city secured by Wang Ye 262.

Intelligence, Funding, and Equipment

  • Classified information — Intelligence access is a recruitment incentive. After his assessment, Wang Ye receives a USB drive containing B-Class classified material 9 11.
  • Library and archives — Wang Ye borrows books from the organization and consults its Buddha Clan records. Those early records describe only the first two cultivation stages in detail, with later stages incompletely investigated 93 231.
  • Supply shortages — Despite its leaders’ outward composure, the Heaven Group is chronically short of resources and relies heavily on Wang Ye’s assistance 729 744.
  • Civilian food support — Li Xinghe quietly spends half the group’s assets on food for the ten cities. Citizens receive it through small jobs such as cleaning walls and repairing buildings 729.
  • Recovered weapons — Wang Ye gathers intact equipment from the Jade Pool because the Heaven Group lacks adequate arms for confronting ancient factions 471.
  • Awakening limitations — Not every cultivation resource is safe for its members. Wang Ye warns that excessive mental energy can strengthen their mutated body parts and accelerate their deaths 730.

Culture and Leadership

The Heaven Group’s early departmental politics are marked by competition over resources, mission slots, and reputation. That rivalry does not prevent its executives from uniting against outside threats: when Qingfeng Village threatens retaliation against Wang Ye, they immediately defend him and volunteer suicide attacks rather than accept intimidation 47 262.

Its central strength is a willingness to fight for teammates and the Human Race despite overwhelming odds. Wang Ye identifies this spirit—not superior equipment or cultivation—as the foundation that distinguishes it from the Heavenly Court and Spirit Mountain 915.

Li Xinghe and Zhang Ziliang pursue the same protective goal through different methods. Li Xinghe acts as a guardian whom civilians trust almost unconditionally. Zhang Ziliang believes that excessive protection creates helplessness and deliberately forces both citizens and members to confront danger 230 625 627.

These methods carry a severe moral cost. Purges, forced battlefield service, and sacrificial plans strengthen the organization while harming the people used to achieve that strength. The narrative explicitly questions whether Zhang Ziliang’s dedication to humanity made him fair to the investigators, Buddha Soldiers, and Sword Cultivators who paid for his plans 742 1044.

Major Events

Shangjing Purge and Internal Consolidation

Under Li Xinghe’s orders, Su Changqing leads the Action Department against hidden Buddha Clan members and dismantles Qingfeng Village properties. His trusted subordinates suffer nearly total casualties. The purge clears hostile networks and cleanses the internal structure; after the immediate atmosphere of fear, organizational cohesion increases 137.

Public recognition does not always reflect actual contributions. Following Fengdu City’s destruction, Wen Hua and Su Changqing receive extensive praise despite limited involvement, while Zhang Ziliang is branded a coward for his apparent inaction during the internal bloodbath 160.

Civilian Trials Across the Ten Cities

As acting leader, Zhang Ziliang stages common supernatural incidents throughout all ten cities to force ordinary people to develop courage and practical judgment. Yang Chen objects to the danger imposed on people who could still be rescued. Zhang Ziliang instead evaluates the population’s responses and identifies promising recruits 230 231.

When the public learns that the incidents were orchestrated, protesters gather outside headquarters. Investigators arrest selected agitators, and their severed heads are thrown into the crowd—a stark departure from the organization’s earlier conciliatory approach 231.

Conflict with Ancient Factions

Li Xinghe’s confrontations establish a reputation that makes other factions wary of provoking him or trusting reports of his death. Outsiders begin treating the Heaven Group as an organization of dangerous fanatics, while Zhang Ziliang withdraws further from public attention 299 307.

Its increasing reputation initially exceeds its military depth. The Underworld judges its mid-tier combat strength acceptable but identifies Li Xinghe as its only apparent top-tier fighter. Later fighting again exposes the shortage of senior combatants, forcing Underworld and Daoist allies to lead the charge 375 538.

Sword Cultivators’ Sacrifice

A group of former frontline ability users spends two years marginalized in office work while secretly cultivating. They ultimately sacrifice themselves to form blood swords, killing two of the Four Great Heavenly Kings and severely injuring the remaining two 542.

Zhang Ziliang later commemorates three hundred members who departed for their final mission from the assessment site. Their names still cannot be disclosed. Wang Ye identifies their sacrifice as the moment he truly came to regard the Heaven Group as his own cause 560.

Third Awakening and Logistics Succession

During the assault on Ghost Gate Pass, Third and Fourth Awakeners fight Star Lords despite the enormous disparity in strength. Heaven Group members become trapped within the Seal God Formation, and Zhang Ziliang calls Wang Ye to enter through its blood-activated secret passage 640 642.

After Zhang Ziliang’s reported death, Zhao Hai discovers the notes appointing him as successor to the Logistics Department. He assumes the office and immediately begins asking about the city’s ghost defenses 649.

The wider crisis continues beyond Ghost Gate Pass. Zhao Hai reports brutal fighting in the remaining nine cities and refuses to make Wang Ye’s intervention the group’s permanent solution. Wang Ye challenges him to stop imitating Zhang Ziliang and lead with confidence in his own identity as Li Changgeng 718.

God Burying City Development

Investigators enter God Burying City to support Wang Ye and gain strength. Their desperation for supplies surprises even him; he offers access to god blood while making clear that he wants independent, death-defying fighters rather than merely obedient soldiers 742 743 744.

Later development remains exceptionally costly. Members attempt the Immortal Transformation Pool despite an expected seventy-percent mortality rate. Li Xinghe insists on knowing their fate and supporting the mission rather than remaining ignorant of their sacrifices 901.

War with Spirit Mountain and the Heavenly Court

Zhao Hai orders mobilization against Spirit Mountain, treating the absence of its Six Imperials-level forces as an opportunity to train troops. Investigators disperse into the Wasteland and conduct coordinated attacks; the subsequent battle record announces twelve fallen Bodhisattvas and eighteen fallen Arhats 1012 1013 1018 1019.

The Heavenly Court eventually declares war on the Heaven Group and targets God Burying City. Zhao Hai activates ancient soldiers and their general for a counterattack. The fighting reveals underground formation lines stretching across the Wasteland, showing that God Burying City’s defenses were not the final extent of the preparation 1042.

Relationships

  • Wang Ye — Recruited into Logistics, later an independent team captain, supplier, and major defender. His early mistrust gives way to reliance on the group as a trustworthy force 11 222 471.
  • Li Xinghe — Leader and public guardian; his reputation sustains civilian confidence, while his private partnership with Zhang Ziliang underpins the organization’s founding 625 828.
  • Zhang Ziliang — Founder, former Logistics Minister, and acting leader. His reforms and sacrificial schemes shape the group’s cohesion and fighting culture 230 828 829.
  • Zhao Hai / Li Changgeng — Former Heavenly Court figure who joins the Heaven Group and succeeds Zhang Ziliang in Logistics; later directs its military strategy 527 540 649 1042.
  • Underworld — Provides senior combat support and considers supporting the group’s planned surprise attack on Guangde Buddha 375 538.
  • Daoist Sect — Supplies combat support through figures such as Lu Dongbin. Zhang Ziliang nevertheless questions Dao City’s connections with the Heavenly Court 329 538.
  • Qingfeng Village — Rival whose businesses are purged in Shangjing and whose bandits clash with Wang Ye. Later members seek resources to escape the Heaven Group’s control 137 261 991.
  • Spirit Mountain / Buddha Kingdom — Alternates between enemy and temporary partner according to strategic interests. Maitreya explicitly frames cooperation as a means of avoiding Heavenly Court domination; later open warfare resumes 546 967 1012.
  • Heavenly Court — Major adversary that seeks submission, competes for the population’s loyalty, and ultimately launches an invasion 955 1041 1042.
