Background / History

The Land of Whirlpools began as a small, sparsely populated island nation bordering the Land of Fire. It was effectively a one-village-one-country state: the Uzumaki Clan was its only clan, and even its daimyo belonged to the clan. Despite the clan's immense chakra, longevity, vitality, and sealing arts, the country lacked Kage-level fighters and was militarily vulnerable. 1 12

When Kirigakure invaded during the First Great Ninja War, Konoha rejected the country's request for aid despite their historic alliance. The Uzumaki leadership publicly acknowledged its misplaced trust in Konoha, severed ties with it, and placed the defense of the country under seven-year-old heir Xun Uzumaki. Civilians unable to fight were moved into underground shelter while the remaining population prepared for a defensive war. 1 3

Xun reorganized the defense around the country's forested terrain, dispersed units, Shadow Clones, and vast quantities of Explosive Tags. The strategy exhausted Kirigakure while minimizing Uzumaki casualties, allowing the Land of Whirlpools to survive an invasion that other nations expected to destroy it. 6 11 21

The conflict changed the country's standing after Xun defeated the Three-Tails, forced the Six-Tails to retreat, and was recognized by both sides as a Kage-level combatant. The Uzumaki Clan then secured the Three-Tails and negotiated from a position of strength. 38 39 57

Reconstruction and Expansion

After surviving the war, the Land of Whirlpools began rebuilding around population growth, production, and national self-reliance. It recruited refugees and orphans, arranged food and temporary support for displaced people, and planned an orphanage and medical-ninjutsu training. 24 72 84

Under Xun's leadership, the country shifted away from a clan-only structure.
