Background

Uzushio Village is the sole shinobi village of the Land of Whirlpools, whose entire ruling structure and population are closely tied to the Uzumaki Clan. Unlike the one-country-one-village system used elsewhere, the Land of Whirlpools is characterized as one village and one country, with its daimyo also belonging to the Uzumaki Clan 1.

Before Kirigakure's assault, the village was peaceful but increasingly tense as the threat of invasion grew. Its inhabited area was small, while the remainder of the island consisted largely of barren mountains and wilderness 1. Citizens initially expected Konoha to honor their longstanding friendship and intervene, citing the whirlpool symbol on Konoha's emblem as a symbol of that relationship 1.

Defense Against Kirigakure

Uzushio Village faced Kirigakure after many of its stronger shinobi had been left on Konoha's battlefield. Kirigakure judged the village vulnerable due to its limited population, lack of a Kage-level fighter, and absence of a Tailed Beast 11 12.

Under Xun Uzumaki's command, the village abandoned the Uzumaki Clan's usual tendency toward direct confrontation. Its forces instead used familiarity with the island's forest terrain to delay, harass, and ambush the invading army 5.

Defensive strategy

• Shadow Clone deception — Village shinobi deployed large numbers of Shadow Clones, often transformed to appear as Konoha ninja, to exaggerate their numbers and mislead Kirigakure 6 12 13.
• Explosive Tag ambushes — The defenders used Mutual Multiplication Explosive Tags to turn prepared ground into traps and inflict heavy losses without exposing their main force 6 13.
• Controlled skirmishes — Initial patrol clashes were deliberately staged to injure Kirigakure scouts while allowing survivors to escape and report that Uzushio Village was prepared to fight 11.
• Aerial incendiaries — During the campaign, defenders dropped Molotov cocktails from airborne platforms after signaling nearby units with a visible whirlwind marker 17.
• Tailed Beast containment — Uzumaki shinobi used Adamantine Sealing Chains to bind the Three-Tails and Six-Tails during Kirigakure's all-out assault 37 38.

Government and Command

Reform

After the conflict, Xun argued that the Land of Whirlpools needed to be rebuilt from the ground up. He specifically proposed abolishing Uzushio Village, criticizing the existence of a separate ninja village within a country of only slightly more than 100,000 people 27.

The Clan Head and elders subsequently placed the Land of Whirlpools, the Uzumaki Clan, and Uzushio Village under Xun's stewardship, giving him authority to pursue this broader reconstruction 28.
